About The Position

The Senior Advisor, Procurement, oversees complex procurement processes for information technology goods and services. This role involves understanding business unit needs, determining acquisition strategies, selecting suppliers, and negotiating and preparing contracts. The Senior Advisor will also advise internal clients on managing strategic contracts and collaborate with multidisciplinary teams to ensure contractual obligations are met. Additionally, this role includes mentoring other procurement advisors and analysts.

Requirements

  • Bachelor’s degree in administration or other relevant training
  • At least 8 years’ relevant experience, particularly in strategic procurement in information technology
  • At least 5 years’ experience in government/public procurement and managing complex procurement files in information technology
  • Ability to handle complex procurement processes, especially selecting suppliers and negotiating and preparing contracts
  • Negotiating skills, including a strong ability to negotiate favourable contractual and commercial provisions and effectively manage supplier relations in information technology
  • Contract management expertise, including a solid understanding of contractual clauses
  • Strong business sense and understanding of BDC’s and internal clients’ business objectives
  • Ability to determine the best procurement strategies to meet commercial needs
  • Excellent communications skills to be able to adapt written and spoken communications in both official languages to various levels inside and outside the organization
  • Coaching and mentoring experience to guide and support peers with less procurement experience
  • Deep interest in internal client operations and a strong desire to contribute to BDC's business objectives

Responsibilities

  • Lead complex, strategic, and high-risk procurement processes in information technology.
  • Serve as the primary contact for internal clients regarding procurement.
  • Advise internal clients by recommending and implementing the best procurement and evaluation strategies.
  • Manage risk, ensure fairness between competing suppliers, and purchase quality goods and services at the right cost.
  • Prepare procurement process documents, including calls for tender, contracts, and reference material.
  • Gather input to describe business needs, service/technology, scope, and service levels.
  • Prepare documents for security purposes and protecting personal information.
  • Organize, manage, and coordinate selection committees for calls for tender.
  • Analyze tenders received, negotiate, and make recommendations for contract awards.
  • Award contracts and prepare public announcements and communications.
  • Assist in implementing changes to support BDC’s responsible procurement goals.
  • Support, supervise, and review the work of other procurement advisors or analysts.
  • Ensure internal clients have the best possible experience.
  • Dispose of goods and services as needed.
  • Train human resources in various business segments on contract management, drafting calls for tender, and government procurement.
  • Monitor markets impacting BDC’s procurement needs and recommend strategies to reduce costs and consolidate procurement.
  • Prepare documents for the manager’s responsibility and validate those produced by clients.
  • Negotiate contracts within the framework of complex contractual disputes.
  • Prepare technical specifications and collaborate with internal clients and stakeholders.
  • Prepare and finalize contracts and contract amendments.
  • Implement contract management processes to support cost-effective delivery.
  • Provide contract information and contractual interpretation of complex issues.
  • Create templates, including call for tender documents, contracts, specific clauses, and evaluation grids.
  • Recommend improvements to existing policies, methods, and procedures.
  • Propose and design procurement tools.
  • Develop and provide procurement and contract management training.
  • Assist in maintaining and optimizing BDC’s data systems related to procurement and contract management.
  • Participate in continuous improvement or other projects as needed.
