About The Position

Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Our Capital Projects Group, Environmental Services and Indigenous Relations division is seeking multiple Senior Advisors, Indigenous Consultation to join our Indigenous Consultation team. Reporting to the Manager, Indigenous Consultation, this role will confirm the Duty to Consult and support  project teams in addressing the Duty to Consult and Accommodate.

Requirements

  • Completion of a degree in a related discipline (e.g., Indigenous Studies/Relations, Science, Environmental Studies, Biology, Sustainability, Planning, Anthropology, Archaeology) or a combination of education, training and experience (lived or professional) deemed equivalent.
  • Demonstrated progressive experience in consultation with Indigenous communities, and/or environmental assessment and mitigation.
  • Experience with assessing the scope of Indigenous consultation required on major projects (e.g through undertaking screenings and the ACIT process).
  • Proficiency in MS Office (Outlook, Word, Excel, PowerPoint etc.)

Nice To Haves

  • Working knowledge of the  principles and practices of environmental assessment, Indigenous Community consultation, the Duty to Consult and Accommodate, and relationship building is an asset.
  • In depth knowledge and/or lived experience of Indigenous communities’ priorities including familiarity with Aboriginal and Treaty Rights would be a strong asset.
  • Knowledge of Ontario Indigenous Communities, treaties and claims associated applicable to Metrolinx’s operating area would be an asset.
  • Experience in working with Indigenous communities would be an asset.
  • Public or private sector experience developing communications materials; managing special projects, complex and sensitive issues/tasks, timely flow of information along with stakeholder and Indigenous community interaction.
  • Fieldwork experience would be an asset.

Responsibilities

  • Assess the scope of Indigenous consultation required (through undertaking screenings and the ACIT process).
  • Provide subject matter expertise, advice and guidance   and collaborate with project teams and consultants/contractors as needed in all stages of the project(s) lifecycle and environmental and/or regulatory compliance as it relates to Indigenous communities and in support of projects.
  • Monitor, coordinate, and prepare environmental tracking related to Indigenous community engagement/consultation and associated commitments.
  • Liaise with internal stakeholders to inform Engagement and Consultation Plans, discuss environmental assessments, monitor written comments and advice to ensure they reflect an organization-wide Metrolinx response, and plan, design, cost, and schedule project lifecycle components associated with Indigenous communities consultation.
  • Draft correspondence and prepare presentations for Indigenous community engagement and consultation meetings.
  • Collaborate with Indigenous Relations Office relationship portfolios, identify and advise Metrolinx business units of current developments in consultation with Indigenous communities with a specific focus on environmental assessment, environmental due diligence and associated commitments.
  • Work with provincial ministries, municipalities, private companies (e.g., consultants and contractors), and Indigenous communities and entities to facilitate the advancement and implementation of environmental assessments, construction and compliance projects.
