About The Position

To manage the district real estate inventory, real estate acquisitions, facilities uses, surplus sites, and act as a liaison to government agencies. To coordinate with other departments and act as a resource on real estate issues.

Requirements

  • Bachelor’s degree from an accredited institution in business, public administration, Planning, Government, Political Science or Sociology or another related field.
  • Five (5) years of experience in real estate acquisition, land development, or planning in the public or private sector.
  • Experience using Microsoft Access, Excel, Word, and ESRI Geographic Information Systems (GIS).

Nice To Haves

  • Master’s degree preferred.
  • Experience in acquisition of sites for public school use or for complex land use development preferred.
  • Experience in public administration with responsibility for real estate or land use planning preferred.
  • Experience in community/governmental relations preferred.
  • Knowledge of public school organization and public administration processes desirable.

  • Administrator and manage functions and services in the department related to real estate consistent with district goals.
  • Work closely with the planning functions of the department to ensure the department meets the acquisition goals outlined in the capital improvement plan.
  • Administrate, supervise and evaluate the performance of each manager or outside consultant reporting directly to him/her in terms of holding them accountable for productivity in achieving district goals.
  • Establish and implement a ranking/prioritization system, with justifications, for all real estate projects.
  • Develop and implement the Facilities strategic site acquisition plan.
  • Develop and implement the Facilities surplus property disposal plan.
  • Analyze new development trends and develop life cycle strategies for integration of school sites and programs into new development.
  • Negotiate real estate acquisition, sale and joint use contracts.
  • Create and maintain appropriate real estate tracking databases.
  • Coordinate with key district planning staff in assessments and updates.
  • Manage and implement the department’s real estate mapping program.
  • Manage the district’s facility rental program.
  • Keep the Senior Facilities Program Director-Planning and Real Estate informed of all issues about which he or she should be aware.
  • Perform other incidental tasks or services consistent with the goals and objectives of this position.
  • Monitor implementation of Intergovernmental agreements.
  • Lead or participate in special projects that bring together other OCPS departments and/or outside agencies.
  • Follow the district’s policies and procedures as related to all HRMD guidelines and the district’s instructional initiatives.
  • Follow the district’s policies and procedures as related to fixed assets.
  • Develop leadership in subordinates.
  • Responsible for keeping up to date on current technology being used by OCPS. With the support of the district, attend training to ensure skill level in various technologies is at the level required to perform in current position.
  • Responsible for maintaining timely and accurate information and accountable for the quality of information maintained by those they supervise.
  • Responsible for self-development and keeping up to date on current research, trends and best practices relevant to the area of responsibility.
  • Perform other duties and responsibilities as assigned by supervisor.
