About The Position

We are seeking a seasoned and detail-oriented Senior Acquisition Analyst with a focus in Army Financial and Budget planning for an on-site role at Aberdeen Proving Ground, Maryland, to support the Capability Program Executive Mission Autonomy and Program Manager Robotic Control and Integration. This position provides comprehensive budget and fiscal oversight in support of Program Manager Robotic Control and Integration across the Planning, Programming, Budgeting and Execution (PPBE) lifecycle. This role will play a key role in shaping budgetary acquisition strategies that enable rapid prototyping, experimentation, and fielding of emerging technologies. The ideal candidate must have extensive experience in Army PPBE activities, Army acquisition and contracting processes, the ability to develop and manage complex budget acquisition documentation, and a strong understanding of rapid acquisition contract vehicles, i.e. Other Transaction Authority (OTA) contracts. The selected individual will work closely with program leadership, industry partners, and joint stakeholders to align acquisition budgetary strategies with mission objectives and emerging operational needs.

Requirements

  • Minimum of 10 years of experience in Army acquisition, program management, or related roles, with experience supporting Army or joint programs.
  • Strong understanding of PPBE process and budget formulation activities.
  • Must have experience with writing P-Forms
  • Must have experience with writing R-Forms
  • Must have experience with C Probe data base
  • Demonstrated ability to synthesize, document, and communicate data from PPBE activities mentioned above with Project Office documentation and briefing materials.
  • Demonstrated ability to work in a fast paced and fluid work environment under changing priorities with little guidance.
  • Demonstrated ability to multitask and quickly pivot among multiple tasks with little guidance.
  • Strong understanding of the independent government cost estimates and impacts to Army organization spend plans, execution plans, Department of War / Congressional R-Forms
  • Strong understanding of the DoD 5000 series, FAR/DFARS, and US Army acquisition lifecycle processes.
  • Demonstrated ability to work independently and as part of a multidisciplinary team in a fast-paced environment.
  • Experience briefing or communicating with senior government stakeholders.
  • Excellent written and verbal communication skills, with attention to detail.
  • Position is fulltime on-site at APG.
  • Must have a current driver's license.
  • Travel: 10%
  • Must be a U.S. Citizen
  • Must have an active DoD Secret clearance upon hire, and the ability to maintain this level of clearance during employment.
  • Bachelor’s degree in a business, logistics, acquisition, public administration, or related field.

Nice To Haves

  • Prior experience supporting US Army acquisition or prototyping programs at a Product Manager or Program Manager level.
  • Familiarity with US Army contract processes, i.e. Other Transaction Authority (OTA) procedures and agreements.
  • Strong skills in stakeholder coordination, team leadership, and executive-level communication.
  • Experience with enterprise planning tools, cost tracking/reporting platforms, or Army acquisition reporting systems.
  • PMP certification or graduate education preferred.
  • TS/SCI preferred.

Responsibilities

  • Support development and coordination of Programming, Budgeting, and Execution Process (PPBE), Program Objective Memorandum (POM), and Budget Estimate Submission (BES).
  • Develop, coordinate, and submit associated documents supporting the APPB
  • Develop, coordinate and submit P-Forms
  • Develop, coordinate and submit R-Forms
  • Develop, coordinate and submit associated documents supporting POM
  • Prepare and maintain spend plans, obligation plans, and long-range funding forecasts.
  • Analyze funded and unfunded requirements and assist in preparing justification materials for higher headquarters and congressional data calls.
  • Provide financial input for Program Management Reviews (PMRs), funding drills, and portfolio assessments.
  • Monitor and track commitments, obligations, expenditures, and disbursements across multiple appropriations (e.g., RDT&E, O&M, Procurement, reimbursable, and FMS funding).
  • Execute funding actions including PRs, MIPRs, Direct Charge (DC) transactions, and other obligation documents.
  • Utilize General Fund Enterprise Business System (GFEBS) to review financial documents, manage Lines of Accounting (LOAs), Work Breakdown Structures (WBS), and validate execution accuracy.
  • Support Commitment and Cost Accounting Reporting (CCaR) processes, including reconciliation of CCaR and GFEBS data.
  • Assist in reviewing funding execution documents and insuring content quality and accuracy.
  • Track and report status of contracting actions, funding execution, and performance metrics to program leadership.
  • Support development of budgetary acquisition strategies, procurement plans, and contract documentation for both FAR-based contracts.
  • Assist in developing and maintaining cost estimates, schedules, and risk assessments aligned to program management or product management.
  • Assist with market research activities and documentation of acquisition planning strategies.
  • Participate in Integrated Product Teams (IPTs), technical interchange meetings, and stakeholder working groups to ensure acquisition alignment with program milestones.
