About The Position

Under the direction of the Accounting Manager and Controller, this role records business accounts and transactions, performs a variety of complex technical accounting and fiscally related functions, and reviews, monitors, and audits fund record management activities. The position compiles financial and other fiscal information, completes various State and District reports, and performs related duties as assigned. This is the advanced journey level class of the Accounting series, distinguished by its assignment of complex technical accounting duties for functional areas such as ASB, bank deposits, reimbursements, categorical claims, journal entries, and revolving checks. It also provides technical and functional responsibility for other accounting technical personnel. Incumbents are required to be fully trained in all procedures, able to perform the full scope of duties of the Accounting Technician, and possess a more in-depth knowledge specific to their assigned area.

Requirements

  • Graduation from high school.
  • College-level course work in accounting or a related field.
  • Four years of accounting clerical experience.
  • Knowledge of accounting and auditing practices, procedures and terminology.
  • Knowledge of preparation of financial statements and comprehensive accounting reports.
  • Knowledge of financial and statistical record-keeping techniques.
  • Knowledge of regulations and codes relating to categorical programs.
  • Knowledge of applicable sections of the State Education Code and other applicable laws.

Responsibilities

  • Records business accounts and transactions.
  • Performs a variety of complex technical accounting and fiscally related functions.
  • Reviews, monitors, and audits fund record management activities.
  • Compiles financial and other fiscal information.
  • Completes various State and District reports.
  • Arranges, posts, and balances financial data; prepares trial balance and financial statements.
  • Reviews, monitors, and audits accounting of various District funds, including encumbrances, invoices, warrants, current liabilities, income and expenditure transfers, abatements, and related transactions.
  • Receives and reconciles incoming collection on items for deposit.
  • Maintains journals, ledgers, and prepares account and fund analyses.
  • Audits expenditures.
  • Processes requisitions.

  • Prepares billings for grant and entitlement expenditures.
  • Performs accounts receivable duties including the processing of incoming payments related to health benefits.

  • Verifies account codes and monetary amounts for invoices.

  • Complies with applicable provisions of the California Education Code regarding fiscal management.
  • Performs responsible and technical accounting tasks related to the preparation and management of accounting records and reports, such as revenue, transportation, food service, health and welfare, student body fund accounts, petty cash and revolving funds, purchasing, accounts payable, and Federal and State funded programs.
  • Performs specialized accounting and fiscal record-keeping duties in digital and hard-copy.
  • Produces documents and information for auditors.
  • Interprets and provides information regarding routine legal mandates, policies, regulations, and operational guidelines to District personnel.
  • Trains and provides work direction and guidance to assigned staff.
  • Assists in the formulation, revision, and implementation of computerized record keeping systems.
  • Communicates and establishes cooperative relationships with County, vendors, schools, district personnel, and others to exchange information.
  • Prepares a wide variety of statistical and records research.
  • Monitors budget and notifies proper authorities of shortages.
  • Resolves problems and discrepancies with bank personnel.
  • Operates a variety of office equipment including a computer, calculator, copier, and other software applications.
  • Attends a variety of meetings related to assigned activities.
  • Leads, plans, trains, reviews and participates in the work of staff responsible for performing a variety of responsible clerical accounting and financial office support duties in support of assigned accounting system, function, or program area.
  • Participates in performing the most complex work of the unit including providing technical support to assigned supervisory personnel.
  • Researches and compiles technical information related to area of assignment.
