About The Position

This position is for a Senior Accountant I or Accountant in the Treasurer's Office in Goldendale, WA. The Senior Accountant I role involves complex professional-level accounting activities, including budget compliance, payroll, accounts payable, reporting, modified and full accrual accounting, and implementing fiscal procedures in accordance with GAAP, BARS, and relevant policies. This role also involves maintaining accounting transactions in a computer system, providing financial support to lower-level staff and departments, and assisting with annual report schedules. The Accountant role focuses on governmental accounting, ensuring compliance with Federal, State, and local procedures and GAAP. The Accountant position also prepares the Treasurer's portion of the County's annual report, recalculates taxes, assists customers, balances daily financial activities, distributes timber taxes, reviews excise forms, refunds overpayments, prepares monthly reports for funds and taxing districts, ensures fund availability before A/P release, balances county funds and taxing districts, provides back-up for foreclosure processes, balances cash drawers, prepares daily deposits, provides checks for departments, and performs other related duties, including providing back-up for any job function in the office.

Requirements

  • Knowledge upon entry of GAAP (Generally Accepted Accounting Principles); BARS (Budgeting, Accounting & Reporting System); GASB (Governmental Accounting Standards Board); financial theories and principles including audit functions; laws and regulations governing area of assignment; practices & principles of project management.
  • Experience with fund accounting and activity based costing.
  • Confidentiality is also a requirement.
  • Knowledge of principles, practices, and techniques and related tools/equipment to accomplish the basic function of this position, including any safety and/or legal requirements.
  • Includes specialized skills and knowledge in generally accepted accounting principles.
  • Valid state driver's license in state of residence.

Responsibilities

  • Coordinate financial compliance and operational audits of departments, agencies and other county entities; interpret audit reports and prepare suggested corrective action plans when appropriate.
  • Review, establish and administer internal operating policies and procedures governing processing of data entry and controls through the Treasurer’s Office, including the review and entry of all cash journal transactions each month.
  • Evaluates financial system process and procedures in providing countywide financial and accounting services.
  • Obtains, reviews, and distributes information generated by various governing authorities such as timber taxes, leasehold excise tax and school apportionments.
  • Reviews, analyzes and reports information as requested by the County Treasurer.
  • Monitor the County’s financial records to assure compliance with GAAP as well as state and local policies.
  • Process refund checks ensuring they are valid and correct.
  • Act as a signer on accounts with Public Funds to include performing bank transfers and electronic transactions.
  • Oversees, administers, and participates as needed in the examination of county and county sponsored agency financial records and systems.
  • Perform accounting period end review on accounting software system, analyze reports to ensure the financial system is in balance.
  • Reviews, analyzes, and produces special reports and studies as required by the Treasurer.
  • Prepare monthly, quarterly and annual financial reports and provide financial support for all departments and Districts, which consists of over 45 funds, as directed by the Treasurer.
  • Prepares Treasurer’s portion of the County’s annual report.
  • Recalculate taxes for supplemental and cancellations, refunding taxes when necessary.
  • Assists with customers on telephone and at the counter.
  • Assist in balancing of daily financial activities.
  • Distribution of various Timber taxes.
  • Various other tasks such as review of excise forms, refunding of over payments.
  • Prepare monthly reports for all County agency funds and 38 separate taxing districts, ensuring that all BARS coding is correct, money is in correct fund, and reconciliation of investments and warrants.
  • Ensure availability of funds before any A/P is released.
  • Ensure that all county funds and all other taxing districts are in balance with accounting system.
  • Provide back-up for all foreclosure processes to ensure that all legal steps have been taken to notify the property owners and lien holders of the delinquency.
  • Balance all cash drawers at the end of each day and prepare the daily deposit that goes to the bank each day.
  • Provide checks for different county departments upon their request and after appropriate approval.
  • Perform other related duties as assigned.
  • Provide back-up for any job function in this office at any given time.
