This position is located at the SC Department of Behavioral Health and Developmental Disabilities (DBHDD) - Office of Mental Health, Central Office, 400 Otarre Parkway Cayce, SC 29033. As the Senior Accountant/Financial Analyst, working under limited supervision, perform and coordinate the verification of financial transactions necessary for the creation and maintenance of accounting records for receipting agency revenue, internal recording of financial information and review/analysis of financial transactions for the Business Office, a unit of the Division of Financial Services. Track and maintain policies and procedures for the DoFS manual. Serve as liaison for the payroll debit card process. Conduct financial banking, training and support of new cashiers in the center and facilities. Serve as a Supervisor of the Fiscal Analyst II employee and also backup to the Director of the DoFS.-Business Office.

Requirements

  • A bachelor's degree in accounting, finance, business, or a related field and professional experience in a related area, such as accounting, auditing, finance, or banking.
  • A valid state issued driver's license.
  • Have confidence, be able to function independent and have the capacity to assist the daily management responsibilities essential to the operations pf the business Office.

Responsibilities

  • Maintain a complex cash receipt system for incoming revenue and Client Personal Funds received by the agency via the Central Administration Business Office.
  • Ensure accuracy of financial deposit transactions received from in-patient facility cashiers.
  • Analyze revenue coding and process documents for updating to a computerized accounting system inclusive of general deposits, payment refunds and donations.
  • Review the financial detail summarized on balance worksheets and executes deposit transactions for commercial banking institutions.
  • Serve as a supervisor of the Fiscal Analyst II and also acting supervisor during the absence of the Director of the DoFS-Business Office.
  • Assume responsibility of supervising staff and coordinating the daily tasks of the office.
  • Compile data relating to allocation of canteen vending commission payments.
  • Prepare summary of financial information to properly allocate commission totals by facility/center.
  • Verify accuracy of assimilated financial reports, receipts, and prepare deposit transactions.
  • Maintain a highly integrated banking system to record and process state and federal government benefits for clients of SC OMH remitted by direct deposit through the commercial banking institution.
  • Reconcile agency financial transactions to commercial banking system financial reports.
  • Summarize monthly benefit allocations to integrate Financial Management and Patient Billing System transaction activity.
  • Pull daily credit card reports for facilities and weekly reports for centers.
  • Research payments to ensure they are accurately applied and process journal entry request for payments that are incorrectly applied.
  • Reconcile daily receipt totals to cash deposited and computerized entries; prepare management level reports of revenue activity.
  • Conduct financial and banking system training for newly appointed cashiers from the DoFS policy and procedure manual.
