Requirements

  • Bachelor’s degree in a workplace safety and security, occupational safety, or related field
  • Five (5) years related work experience including one (1) year of supervisory or team lead experience
  • Equivalent combination of education and experience

Responsibilities

  • Responsible for program management to include defining of goals, objectives and performance metrics; ensuring services are delivered in an efficient and effective manner; along with personnel management to include day-to-day supervision, coaching, and mentoring.
  • Assists with the development and management of division budget and contract management.
  • Ensures the development and delivery of required training programs; consults with stakeholders; represents the organization at internal and external meetings and conferences; and serves on local, regional, or state committees and working groups.
  • Lead day-to-day operations of the County Security Operations Center (SOC), including real-time monitoring of security systems, incident triage, and escalation.
  • Develop, implement, and continuously refine SOC standard operating procedures (SOPs), playbooks, and checklists for threat detection, incident response, and post-incident recovery for County facilities and operations.
  • Supervise and mentor SOC personnel, including scheduling and shift coverage, performance feedback, skills development, and ensuring consistent adherence to policies, procedures, and operational standards.
  • Coordinate the integration, maintenance, and optimization of security technologies and systems (e.g., access control, video surveillance, intrusion detection, duress/panic systems, mass notification platforms) used to support County safety and security operations.
  • Establish and track key performance indicators (KPIs) and other operational metrics for SOC performance; prepare routine and ad hoc reports for leadership, highlighting trends, emerging risks, and recommendations for mitigation.
  • Oversee incident intake and case management within the SOC, ensuring accurate logging, documentation, classification, and resolution of security-related events; lead after-action reviews and ensure corrective actions are implemented.
  • Serve as the primary liaison between the SOC and internal stakeholders (e.g., departments, facility managers, HR, IT) as well as external partners (e.g., law enforcement, regional emergency management, contractors) to coordinate information sharing and joint response efforts.
  • Ensure the SOC operates in compliance with applicable laws, regulations, County policies, and industry best practices related to physical security, privacy, records retention, and emergency management.
  • Develop and deliver SOC-related training and exercises for SOC staff and relevant County personnel, including scenario-based drills, table-top exercises, and orientation to SOC capabilities and processes.
  • Support Emergency Operations Center (EOC) activations by providing situational awareness, security assessments, and real-time facility security status from the SOC; may staff designated leadership or support roles within the EOC structure.
  • Conduct threat and vulnerability assessments in collaboration with safety and security staff, leveraging SOC data and analytics to identify patterns, vulnerabilities, and opportunities to strengthen facility and operational security.
  • Participate in planning, testing, and review of facility emergency plans, continuity of operations plans, and security response procedures to ensure alignment between SOC operations and broader County emergency management activities.
