About The Position

Under general direction, this role administers all security-related functions and procedures to ensure effectiveness and compliance with the Airport Security Program (ASP), 49 CFR Part 1542, and applicable Security Directives. It also coordinates activities to ensure compliance with the Airport Certification Manual and 14 CFR Part 139. The position serves as a point of contact for security-related activities and communications with the Transportation Security Administration, airport tenants, airlines, and other agencies.

Requirements

  • Considerable knowledge of the principles and practices of airport operations and administration.
  • Considerable knowledge of commercial aviation practices and operations.
  • Considerable knowledge of general aviation principles and practices.
  • Considerable knowledge of 14 CFR Part 139, 49 CFR Part 1542, and other federal rules, regulations, standards and requirements governing air traffic, commercial and general aviation, airport safety and security, airport and movement area operating and maintenance standards, and other relevant matters.
  • Knowledge of Transportation Security Administration, Federal Aviation Administration, and Florida Department of Transportation record keeping/file maintenance practices and procedures.
  • Minimum of Associates Degree in Aviation Operations, Aviation Management, or related field; plus three (3) years experience in operations and/or administration at a Part 139 Certificated Airport; or an equivalent combination of education and experience.
  • Possession of a valid Florida Driver's License.
  • Certification as an Airport Security Coordinator is required.

Responsibilities

  • Develops, implements, and administers Airport operating policies and standard operating procedures to ensure the provision of quality services to passengers, tenants and the public, through compliance with 14 CFR Part 139 and 49 CFR Part 1542.
  • Collaborates with other managers and department heads to plan and implement operational changes required to maintain compliance with new and amended Federal Aviation Administration, Transportation Security Administration, and Department of Homeland Security rules, regulations, requirements and procedures.
  • Oversees security and operations for construction projects, special events, and other special security operations to ensure compliance with the ASP; provides security materials and conducts briefings to appropriate entities.
  • Oversees the security access control program including airport identification system and access control equipment.
  • Performs regular audits and validation.
  • Oversees all access ID media applications for the AOA, Secured Area, Sterile Area, and SIDA, final determination to deny or authorize unescorted access and issuance of airport identification media, as required in the ASP.
  • Performs initial and recurrent employee and tenant training on airport operational procedures.
  • Plans and participates in exercises required by 14 CFR Part 139 and 49 CFR Part 1542.
  • Maintains training records and associated documentation.
  • Interacts with airlines, airport tenants, Federal Aviation Administration, Transportation Security Administration, Florida Department of Transportation, and City and County agencies regarding Airport Security and Operational considerations.
  • As directed by management, supervises professional, support, and bargaining unit employees.
  • Assigns, schedules, guides and monitors work.
  • Interviews applicants and recommends hiring, discipline, termination, promotion or other employee status changes.
  • Enforces personnel rules and regulations and work behavior standards firmly and impartially.
  • Maintains confidential records and reports for department, personnel, and Sensitive Security Information generated in association with the Airport's TSA requirements.
  • Represents the Airport at various meetings and conferences and interacts with a wide range of officials, regulatory agencies, airport tenants, department directors, coworkers and the public.
