About The Position

FCC Canada, part of the FCC Group, is seeking a Security Manager for the Scarborough Subway Extension (SSE - SRS) project. This role will be responsible for leading and managing all physical security operations for the project, ensuring alignment with project objectives, regulatory compliance, and industry best practices. The Security Manager will oversee daily site security, manage contracted security providers, enforce access control, manage CCTV systems, conduct risk assessments, and lead incident response. This is a key role in a major infrastructure project aimed at improving public transportation in Scarborough.

Requirements

  • 7–10 years of progressive experience in physical security, preferably within infrastructure, construction, or transit environments.
  • Post-secondary education in Security, Law Enforcement, Military, or related field.
  • Demonstrated experience in security program development, risk assessments, and managing operations/personnel.
  • Experience in multi-stakeholder or critical infrastructure environments is highly desirable.
  • Strong leadership and team management capabilities.
  • Excellent communication and stakeholder engagement skills.
  • Ability to manage competing priorities in a fast-paced environment.
  • Proficiency in security systems (CCTV, access control, incident management tools).
  • Knowledge of risk management, emergency response planning, and CPTED principles.
  • High level of professionalism, integrity, and problem-solving ability.

Nice To Haves

  • ASIS certifications such as CPP, PSP, or APP are preferred.

Responsibilities

  • Provide leadership and direction for all physical security operations in alignment with project objectives.
  • Develop, implement, and maintain the System Security Plan, Security Management System, and Emergency Response Plan.
  • Support the CSO in advancing strategic security initiatives and ensuring regulatory and contractual compliance.
  • Oversee day‑to‑day site security operations across all construction locations.
  • Manage contracted security providers, including training, deployment, and performance oversight.
  • Enforce access control, credentialing, and badging requirements for personnel and visitors.
  • Oversee CCTV systems, ensuring reliability and compliance with privacy and FOI requirements.
  • Conduct security risk assessments, audits, and vulnerability reviews.
  • Develop and implement mitigation strategies to address identified security risks and gaps.
  • Ensure alignment with industry standards and best practices (e.g., CPTED, emergency management).
  • Lead security incident response, investigations, reporting, and escalation processes.
  • Coordinate with law enforcement, emergency services, and regulatory authorities as required.
  • Collaborate with internal teams and external stakeholders on security planning and execution.
  • Develop and deliver security awareness and emergency response training.
  • Maintain security documentation, vendor administration, and reporting to senior leadership.
