Requirements

  • Bachelor's degree in Criminal Justice, Security Management, Homeland Security, Business Administration, Construction Management, Military Science, or a related field. Equivalent combination of education, military service, law enforcement, or security experience may be substituted for formal education requirements.
  • Minimum of 8 years of progressively responsible security, force protection, physical security, construction security, or facility security experience.
  • Minimum of 5 years supporting Federal, Department of Defense (DoD), Intelligence Community (IC), United States Army Corps of Engineers (USACE), Naval Facilities Engineering Systems Command (NAVFAC), or MILCON projects.
  • Demonstrated experience managing site access control, personnel security, and construction security operations.
  • Experience supporting classified facilities, SCIF construction projects, or secure government environments.
  • Experience managing security personnel, escorts, or construction security technicians.
  • Experience coordinating with government security officials and accreditation authorities.
  • Thorough knowledge of physical security, personnel security, operational security (OPSEC), and construction security principles.
  • Knowledge of SCIF construction requirements, ICD 705 requirements, and Federal security regulations.
  • Strong understanding of facility accreditation processes and security compliance requirements.
  • Ability to manage complex security operations within active construction environments.
  • Knowledge of access control systems, badging programs, visitor management systems, and intrusion detection systems.
  • Ability to assess security risks and implement effective mitigation measures.
  • Strong leadership and personnel management skills.

  • Excellent written and verbal communication skills.
  • Ability to develop security policies, procedures, plans, and reports.

  • Ability to maintain confidentiality and handle sensitive information appropriately.
  • Active Top Secret security clearance with eligibility for Sensitive Compartmented Information (SCI) access, or ability to obtain and maintain required clearance as specified by contract requirements.
  • Ability to work full-time on-site at active MILCON project locations.
  • Ability to travel to project locations, government facilities, and stakeholder meetings as required.
  • Possession of a valid driver's license.
  • Ability to obtain and maintain all required badges, credentials, and access authorizations.
  • Availability to respond to security incidents, emergencies, and after-hours security requirements as necessary.
  • Ability to access construction sites and comply with all site safety and personal protective equipment (PPE) requirements.

  • OSHA 30-Hour Construction Safety certification.

Responsibilities

  • Manage and oversee all project security operations for MILCON construction sites supporting secure, controlled, and classified environments.
  • Develop, implement, and maintain site security plans, procedures, and protocols in accordance with government, agency, and contract requirements.
  • Coordinate and manage site access control activities, visitor management programs, badging processes, and entry authorization procedures.
  • Supervise and coordinate Construction Security Technicians (CSTs), security escorts, and site security personnel.
  • Ensure construction personnel, subcontractors, vendors, and visitors comply with established security requirements and site access procedures.
  • Coordinate security requirements with project leadership, government security personnel, contractors, and facility stakeholders.
  • Serve as the primary liaison with the Site Security Officer (SSO), Accrediting Official (AO), Cognizant Security Authority (CSA), and SCIF Accrediting Authorities.
  • Support SCIF construction, renovation, and accreditation efforts in accordance with Intelligence Community Directive (ICD) requirements and applicable security standards.
  • Conduct security inspections, compliance assessments, vulnerability reviews, and risk evaluations throughout project execution.
  • Monitor construction activities to ensure protection of classified, controlled, and sensitive information, systems, and facilities.
  • Develop and maintain security documentation, logs, reports, incident records, and security compliance records.
  • Investigate security incidents, access control violations, and security concerns and coordinate corrective actions.
  • Ensure proper inventory, accountability, and control of security-related equipment and materials.
  • Support project closeout activities and coordinate final security inspections and accreditation requirements.
  • Conduct security awareness briefings, site orientations, and recurring security training for project personnel.
  • Assist in development and implementation of emergency response and contingency plans.
  • Support project risk management, business continuity, and force protection initiatives.
  • Participate in design reviews and planning meetings to ensure integration of security requirements into project execution.
  • Review project documentation for compliance with physical security, information security, and operational security requirements.
  • Support government inspections, audits, accreditation reviews, and security assessments.
  • Prepare executive briefings and status reports regarding project security posture and compliance.
  • Assist with proposal preparation, staffing plans, and security planning for future projects.
  • Perform other duties as assigned.
