About The Position

The Office of Emergency Management (Denver OEM) within the City and County of Denver is seeking an Administrator I to join the Securing the Cities (STC) Grant Program. This program, funded by a grant from the Department of Homeland Security, aims to mitigate the threat of radiological and nuclear terrorism by reducing the risk of a radiological or nuclear weapon deployment in major metropolitan areas. The role involves supporting various aspects of the program, including grant reporting, data management, asset management, training coordination, and process improvement. The position will also provide support to partner agencies and maintain daily communication with internal and external stakeholders. This is a limited-term position ending on 09/30/2029, with potential for extension based on grant funding renewal. The role requires approximately 5% of time to be spent in Emergency Operations Center (EOC) activations, training, and exercises.

Requirements

  • Bachelor's Degree in a related field.
  • Three (3) years’ experience performing full performance professional level duties within a specialized, functional area (excluding clerical experience).
  • 3-5 years of experience administering business operations or operational programs and/or assisting professional/management staff with administrative or operational functions.
  • Experience working in emergency management or public safety organizations.
  • Strong analytical, organizational, and problem-solving skills.
  • Experience with data collection, management, analysis, visualization, reporting, and data management systems.
  • Effective communicator with the ability to facilitate meetings, deliver presentations, and collaborate with internal and external stakeholders.
  • Experience with Microsoft Office Suite, SharePoint, Power BI, and Collective Data.
  • Knowledge of or experience with radiological/nuclear detection equipment, or related programs.
  • Experience working in/with public safety organizations.

Responsibilities

  • Support the administration, coordination, implementation, and continuous improvement of the STC program.
  • Provide recommendations, technical assistance, and support regarding program operations.
  • Assist in establishing program goals, collecting and analyzing data, and evaluating program performance measures.
  • Develop, maintain, and analyze program reports, data systems, and related documentation.
  • Coordinate and support program meetings and collaborative initiatives with stakeholders to strengthen collaboration, communication, and information sharing.
  • Perform other duties as assigned in support of the STC Program and Denver OEM.
  • Assist with research, analysis, development, implementation, maintenance, and continuous improvement of program processes, procedures, policies, and related documentation.
  • Identify gaps and opportunities for improvement in program processes, procedures, and policies, and support the development and implementation of solutions to enhance program operations, efficiency, and compliance.
  • Coordinate and support equipment procurement, maintenance and repair activities, warranties, lifecycle management, transfers, assignments, and vendor coordination.
  • Create and maintain program asset inventory in compliance with applicable federal and City requirements.
  • Maintain equipment records and data using asset management systems.
  • Track and analyze equipment usage, performance, maintenance and repair history, costs, trends, and operational issues.
  • Develop training goals, training schedules, and monitor progress toward program objectives.
  • Coordinate, support, and implement program trainings, drills, exercises, and other activities.
  • Automate, streamline, and maintain training data using data management systems.
  • Manage the regional Train-the-Trainer (TTT) program and provide support to trainers.
  • Develop After Action Reports and Improvement Plans and support implementation of corrective actions.
