About The Position

The Division of Behavioral Health & Housing (DBHH) is looking for a highly motivated individual to join our team as a Section Chief. This position reports directly to the Deputy Assistant Director in the Division of Behavioral Health and Housing (DBHH). This position provides operational oversight of the Office of Human Rights (OHR), in accordance with R-21-104. This position will be the primary division contact for all issues concerning SMI rights in Arizona, ensuring the provisions of Special Assistance, and the public behavioral health system/integrated system of care in the state. This position will be responsible for stakeholder engagement as needed as it relates to behavioral health and AHCCCS' integrated delivery system. This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.   • Current Arizona Driver's License.
  • Five or more years management experience providing direct supervision and overseeing the daily activities of a section.
  • Or a bachelor's degree in a healthcare related field and two or more years of responsible work experience in medical or behavioral healthcare settings to include supervisory experience.
  • Successfully pass fingerprint background check, prior employment verifications and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
  • Travel may be required for State business.
  • Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.)
  • All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).

Nice To Haves

  • Law degree, master's or higher in health care, business, public administration or related field.
  • Minimum three years working in the health care sector with an emphasis on Medicaid.
  • Experience in research on health care issues and analysis of complex issues.
  • Minimum two years of experience in policy development.

Responsibilities

  • Administrative oversight of OHR and various projects that interact with DBHH regarding behavioral health and the integrated system of care.
  • Meets with the managers and representatives of internal and external committees to stay apprised of program status, projects and issues.
  • Direct and coordinate the operational team of OHR to coordinate work processes, meet deadlines, advance in AMS and maintain a smooth-running operation. Promote positive morale and ensure staff are equipped to be able to meet their responsibilities and deadlines. Handle issues and concerns pro-actively.
  • Attend and lead division, agency and external meetings related to the programs and activities of the OHR. Keeps the agency informed of systemic issues within the integrated system of care and liaise between DBHH and other agency divisions to address and resolve systemic issues.
  • Meet with the DBHH Deputy Assistant Director and top-level management across divisions to coordinate on combined projects/efforts to ensure smooth working relationships. Special projects and assignments.
  • Fosters and maintains regular communications with external stakeholders. Works with provider and managed care partners to oversee compliance with AHCCCS policies and contract language relevant to the position. Provides trainings and presentations for the agency.
  • Update the DBHH Deputy Assistant Director on the status of operational programs, projects and activities and identify any issue that needs to be elevated.
