About The Position

The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City. The Bureau of Water Supply (BWS) Regulatory and Engineering Programs Division (REP) is responsible for administering the Watershed Regulations including the review and approval of new land development proposals within the City’s watershed. In support of these efforts, BWS seeks to hire an Administrative Engineer NM-1 to serve as the Section Chief for REP, located in Valhalla NY. This position will report directly to the Chief of Regulatory and Engineering Programs Division and will direct, evaluate and manage a staff of professional, technical and administrative employees responsible for implementing certain programs designed to protect the quality of the City’s drinking water. Specific duties include: - Managing the activities of REP in areas of stormwater and wastewater programs providing guidance, advice, professional judgment, and direction to a staff of technical employees located in the Kingston office. Provide direction on highly complex and unique technical aspects of compliance under the Watershed Rules and Regulations (WRR) and the implementation of SEQRA. - Managing enforcement programs for violations of the WRR in the portions of the West of Hudson (WOH) watershed. Manage coordination efforts of DEP Legal and NYC Law Department staff in the resolution of identified violations with joint enforcement actions with NYSDEC and NYSDOH. Chair and coordinate regular NOV meetings and provide diligent oversight of enforcement cases and exercise an understanding of legal process and applicable engineering practices in the initiation of legal proceedings. - Representing the Department at meetings with engineers, consultants and local government representatives. - Managing the oversight and implementation of specific programs and contracts as required satisfying DEP's USEPA Filtration Avoidance Determination. - Managing staff at the Kingston office and other locations including the Grand Gorge office. - Assisting with management of the capital and expense budgets to support program implementation. - Overseeing the development and management of contracts required to implement certain program activities including processing of contract payments. - Formulating and making recommendations to the Chief of REP regarding development and implementation of source water protection policies and strategies. - Developing and maintaining positive working relationships with various watershed stakeholders including the Catskill Watershed Corporation, watershed municipalities and elected officials. - Coordinating and consulting with other divisions and directorates in the Bureau. Requirements

  • A valid New York State License as a Professional Engineer.
  • Six (6) years of full-time satisfactory experience in chemical engineering, civil engineering, electrical engineering, environmental engineering, mechanical engineering, or plan examining work, at least two (2) years of which must have been in an executive, managerial, or administrative capacity.
