About this Opportunity: As a Section 8 Compliance Officer, you will manage a portfolio of multifamily affordable housing developments throughout Iowa. You’ll conduct in-depth reviews of property operations, onsite inspections, and compliance documentation to ensure adherence to HUD regulations and Housing Assistance Payment (HAP) contracts. This role blends analysis, technical assistance, and relationship management, with frequent travel across Iowa and to manage your assigned portfolio.

Requirements

• Graduation from an accredited four-year college or university with a degree in any field, and experience equal to three years of full-time work in investigative or closely related work which involved: preparing interpretative or administrative orders, rules, or regulations which have the effect of law; or interpreting and enforcing federal or state laws governing health care administration; or quality assurance review to determine, through internal audit or analysis, the level of compliance with program requirements; or drafting, negotiating, or examining contracts or related documents required for organizational operations.
• Graduation from an accredited four-year college or university with a degree in any field, and experience equal to three years of full-time, professional-level work involving the interpretation and enforcement of federal and state laws or department policies and procedures or quality assurance review as determined through internal audit or analysis of the level of compliance to program requirements.
• Graduation from accredited school of law.
• A total of seven years of education and/or full-time experience (as described in number one and two), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience.
• Applicant must pass a comprehensive background check before an offer for employment will be extended.

Responsibilities

• Conducts desk and comprehensive on-site reviews of projects including property management practices, rental calculations, and resident relations.
• Ensures compliance of maintenance, repairs, and legal documents.
• Analyzes project data to determine performance rating.
• Collaborates with Section 8 team to maintain project timelines and to ensure contract compliance.
• Addresses resident inquiries, authors deficiency and corrective action reports, and monitors corrective actions for HUD and federal regulations compliance.
• Serves as the primary point of contact for property owners, management agents, and government agencies.
• Provides technical assistance to stakeholders and keeps them apprised of compliance issues and subsequent resolutions.
