Position Purpose Leads, develops, manages, and maintains integrated project schedules for Military Construction (MILCON) projects to ensure project goals and objectives are accomplished within prescribed timeframes, budget constraints, and contractual requirements. Serves as the on-site Integrated Master Scheduler responsible for schedule development, analysis, coordination, forecasting, and reporting using Primavera P6, while supporting project teams, government stakeholders, and contractors in achieving successful project delivery.

Requirements

  • Bachelor's degree in Construction Management, Engineering, Architecture, Project Management, Business, or a related field.
  • Equivalent combination of education and relevant experience may be substituted where appropriate.
  • Minimum of 8 years of scheduling, project controls, construction management, or project management experience.
  • Minimum of 5 years of experience supporting Federal, Department of Defense (DoD), United States Army Corps of Engineers (USACE), Naval Facilities Engineering Systems Command (NAVFAC), or MILCON projects.
  • Demonstrated experience developing and managing Integrated Master Schedules using Primavera P6.
  • Experience conducting critical path analysis, schedule forecasting, and delay analysis.
  • Experience reviewing construction schedules and coordinating project schedule activities across multiple stakeholders.
  • Advanced proficiency with Primavera P6 scheduling software.
  • Strong understanding of Critical Path Method (CPM) scheduling principles.
  • Knowledge of MILCON project delivery processes and construction management practices.
  • Ability to develop, analyze, and maintain complex integrated project schedules.
  • Strong understanding of schedule risk assessment and forecasting techniques.
  • Ability to interpret construction drawings, specifications, and contract documents.
  • Knowledge of scheduling requirements utilized by USACE, NAVFAC, and other Federal agencies.
  • Strong analytical and problem-solving skills.
  • Excellent organizational and time management abilities.
  • Ability to manage multiple priorities in a fast-paced environment.
  • Excellent written, verbal, and presentation skills.
  • Ability to communicate technical schedule information to both technical and non-technical audiences.
  • Proficiency with Microsoft Office Suite, including Excel, PowerPoint, and Project controls reporting tools.
  • Ability to prepare comprehensive reports, executive briefings, and schedule analyses.
  • Ability to work on-site at active construction project locations.
  • Ability to travel to project sites, client meetings, and stakeholder reviews as required.
  • Possession of a valid driver's license.
  • Ability to obtain and maintain a government security clearance, if required by contract.
  • Occasional extended work hours may be required to support project milestones, schedule updates, or critical project activities.
  • Ability to access construction sites and comply with all applicable safety requirements and personal protective equipment (PPE) standards.
  • Proof of citizenship will be required as a condition of employment.
  • Candidates may be required to obtain and hold a Secret or Higher US Government Clearance.

Responsibilities

  • Develop, maintain, and update Integrated Master Schedules (IMS) for MILCON projects using Primavera P6.
  • Analyze project schedules to ensure logical sequencing, resource loading, critical path integrity, and compliance with contract requirements.
  • Monitor schedule performance and progress against established project baselines, milestones, and objectives.
  • Coordinate schedule integration among contractors, subcontractors, project managers, government representatives, and other stakeholders.
  • Conduct critical path, near-critical path, float, and schedule risk analyses.
  • Identify schedule risks, delays, conflicts, and potential impacts and recommend corrective actions.
  • Evaluate contractor-submitted schedules for compliance with contract requirements, scheduling best practices, and project objectives.
  • Prepare and present schedule status reports, executive summaries, recovery plans, and performance metrics.
  • Participate in project progress meetings, planning sessions, scheduling reviews, and risk management discussions.
  • Support development and maintenance of project Work Breakdown Structures (WBS).
  • Perform schedule quality assessments and ensure compliance with project controls standards and scheduling guidelines.
  • Track baseline changes, schedule revisions, time impact analyses, and change order impacts.
  • Coordinate schedule updates and progress reporting throughout all phases of project execution.
  • Support project closeout activities by validating completion milestones and schedule performance metrics.
  • Assist project and program managers with project controls, forecasting, and performance reporting.
  • Support earned value management (EVM) analysis when required.
  • Develop schedule templates, procedures, and best practices for project teams.
  • Provide training and mentoring to project personnel regarding schedule management processes and tools.
  • Support proposal development, planning efforts, and schedule development for new project pursuits.
  • Participate in project audits, compliance reviews, and management assessments.
  • Perform other duties as assigned.
