About The Position

The Tsui Group is seeking a qualified and experienced candidate to join our aviation team as a Scheduler III in Los Angeles County. This role involves reviewing project schedule submittals, performing independent analyses of submitted schedules for the Owner, and ensuring compliance with contract requirements. The position requires facilitating coordination on interface issues, ensuring adherence to LAWA project code and activity code structures, and identifying, understanding, and applying relevant contract sections to claims. The Scheduler III will perform complex schedule analysis, assist in identifying risks and interdependencies, and aid in claims management and dispute resolution. This includes analyzing contractor delay claims, examining schedule performance, identifying disruption and acceleration opportunities, and recommending delay apportionment. The role also involves providing reports and briefing materials, developing KPI's, and applying scheduling experience on large complex projects throughout their lifecycle. Collaboration with stakeholders to advance LAWA's goals is essential, and other duties may be assigned.

Requirements

  • Minimum of 10 years of scheduling experience with 5 plus years of reporting (milestones, interdependencies, etc.) in direct support of an active construction program covering multiple projects and varying project delivery methods.
  • Direct forensic scheduling experience to support claims analysis on large-scale, complex heavy civil, vertical and horizontal projects (projects of at least $200M value and 3-years or greater duration) particularly for assessment of delay claims and potential owner's liabilities.
  • Experience with various delivery methods, including Design-Bid-Build, Design+CMAR and Design/Build.
  • Demonstrated experience scheduling for multiple concurrent and interrelated projects.
  • Ability to effectively communicate technical and schedule related information in oral and written form to non-expert audiences.
  • Ability to work collaboratively with other subject matter experts and resources to support owner's evaluation of claims.
  • Demonstrated ability to understand technical and complicated construction program, contract and the ability to communicate progress and findings to both technical and management-level personnel.
  • Proven accuracy, reliability and completeness in job accomplishment.
  • Bachelor's degree in Engineering, Construction Management, or other related technical field required
  • Requires advanced use of Oracle Primavera software (mastery of Primavera Project Planner Version 6.0 or higher required), along with related software tools such as Schedule Analyzer, Microsoft Project, Claims Digger, etc.
  • Proficient in Microsoft Office Suite and Bluebeam

Nice To Haves

  • Relevant Professional Licensure & Certifications are strongly preferred
  • Prior experience in aviation and large transportation projects, is highly desirable.

Responsibilities

  • Review project schedule submittals by Design and Contractor Teams.
  • Perform Independent analysis of submitted schedules for Owner, ensuring all schedule submittals meet or exceed the requirements set forth by the contracts.
  • Facilitate coordination on interface issues between multiple projects.
  • Ensure submitted schedules follow LAWA project code and activity code structure.
  • Identify, understand and apply the relevant sections of the contract to each claim.
  • Performs complex schedule analysis and assists in identification of risks, interdependencies across projects, and claims management.
  • Assist with change order and claims disputes.
  • Complete analyses of contractor's delay claims and related time impact analyses within context of the contract documents and industry practice; examine the claim and actual schedule for later or earlier completion; identify related disruption, acceleration and recover opportunities; and recommend apportionment of the delay and/or acceleration and any additional associated costs in accordance with applicable, accepted practices, such as AACE International issued Recommended Practice No. 29 Forensic Schedule Analysis (RP29).
  • Provide reports of analyses and briefing materials as required. Develop reports that effectively communicate complex project sequencing and/or forensic assessment.
  • As applicable to particular claims, provide observations on potential delay mitigation, related schedule issues, communication to team and recommend alternatives.
  • Develops and implements KPI's.
  • Applies scheduling experience on large complex projects ($500+ million) throughout the project life cycle, including planning, design and construction.
  • Contribute to the advancement of LAWA's goals through commitment to productive collaboration with all stakeholders.
  • May assume other duties as needed.
