About The Position

Under the direction of a designated supervisor, this position performs a variety of advanced technical duties related to operating, maintaining, installing, and troubleshooting instrumentation, process control, and Supervisory Control and Data Acquisition (SCADA) systems for the City's water, wastewater, and lift stations system. This job has no supervisory responsibilities. Essential Employees may be required to work during a declared emergency, potentially around the clock for several days on short notice. Non-Essential Employees will not be required to work during a declared emergency. The employee’s Department Head will determine when the employee will be required to work. This position requires regular and reliable attendance and the employee’s physical presence at the workplace.

Requirements

Associate’s Degree from an accredited institution in Computer Science or Electronics Technology or equivalent electronics technical school and six months combination of experience in the following areas: PLC programming, Radio systems, computer usage, instrumentation, electrical or HMI SCADA and/or GIS experience.
An equivalent combination of education, training and experience that provides the required knowledge, skills, and abilities to perform the essential job functions may be substituted for the degree.
Must possess a valid Florida Driver’s License with an acceptable driving record.
Proficient in the use of spreadsheet, database and presentation software.
Proficient in the use of GIS desktop and mobile data collection.
Knowledge of network operating systems, data and file structure.
Skill in written, verbal, electronic, and visual communications for effective expression and clarity.
Skill in organization, prioritization, and time management.
Ability to apply sound judgment and interpretation based on acquired knowledge in circumstances where limited standardization exists.
Ability to speak and document clearly and persuasively in positive or negative situations.
Ability to establish and maintain effective working relationships.
Ability to operate necessary equipment, including personal computer, network server, network equipment, mainframe, network routers, tape library system and testing and diagnostic equipment.

Experience in Esri desktop and mobile data collection applications

Responsibilities

Researches and evaluates new developments in the fields of SCADA systems, GIS and related technologies.
Programs PLCs (Programmable Logic Controllers).
Programs, installs, and troubleshoots telemetry systems for water and wastewater.
Troubleshoots software and hardware problems with SCADA panels in the field and office.
May assist with installing wiring for SCADA panels.
Assist with purchasing and work orders related to SCADA systems.
Monitors and maintains inventory of electronic components in stock; ensures adequate stock; supplies and parts and procure replacements from vendors.
Reviews and evaluates technical specifications for new control systems/alterations of existing ones for feasibility and technical adequacy.
Uses test equipment such as multi-meters, digital voltmeters, digital calibrators, digital logic probes, oscilloscopes, SWR meters, frequency measuring meters, and other pertinent electrical and electronic measuring devices.
Monitors, maintains, repairs, replaces, and installs lift station SCADA systems.
Installs, troubleshoots, programs various types of PLCs.
Identifies opportunities for continuous improvements for enhancing the instrumentation and SCADA system.
Bench tests radio equipment to determine if it needs repair.
Maintains records of services and instrumentation maintenance performed.
Installs, calibrates, and repairs various types of electronic equipment and instruments, using electronic testing equipment and hand tools.
Inspects equipment for malfunctions, maintenance needs, breakage, and detection of potential problems and causes of instrument failure.
Analyzes SCADA equipment failures to determine cause and to prevent recurrences.
Communicates effectively orally and in writing at all levels regarding recommended maintenance and repair procedures.
May be required to work in on-call status during assigned periods.
May be required to drive a motor vehicle to perform assigned tasks.
Performs other duties as assigned.
