About The Position

Join the Division of Water and Sewer Utilities as our SCADA Systems Engineer, a professional role dedicated to supporting the system administration needs of the Division’s Supervisory Control and Data Acquisition (SCADA) systems. This position plays a key part in ensuring reliable operations at the County’s water and wastewater treatment facilities, as well as throughout the collection and distribution systems. The SCADA Systems Engineer manages and coordinates system updates, network communications, and data across the utility network, helping maintain the technology that keeps critical infrastructure operating safely and efficiently.

Requirements

  • Bachelor’s degree in Electrical Engineering, Computer Science, or related field
  • Minimum of 7 years' work experience in SCADA administration, management, or maintenance
  • A Master’s Degree with 5 years experience as described above.
  • Advanced knowledge of SCADA infrastructure
  • Advanced knowledge of reading, analyzing, implementing, and maintaining SCADA data
  • Knowledge of wastewater and water treatment processes
  • Knowledge of industrial control system networking
  • Knowledge of SCADA instrumentation and control equipment
  • Skilled in maintaining, troubleshooting, and repairing SCADA systems
  • Skilled in collaborating with instrumentation technicians, engineers, integrators, and consultants
  • Skilled in managing SCADA network communications
  • Skilled in monitoring and programming SCADA systems
  • Ability to collaborate with engineers, technicians, IT staff, contractors, and regulatory partners
  • Ability to interpret engineering designs, control schematics, network diagrams, and technical specifications
  • Ability to communicate technical information
  • Ability to diagnose complex control-system issues, including electrical, mechanical, network, and software-related faults

Responsibilities

  • Process automation control applications used in the production, treatment, storage and transmission of sewage, raw water, treated water, and reclaimed water ensuring the reliability and availability of the control and process control applications used by state of the art water and wastewater systems
  • Maintains, inspects, troubleshoots, tests, repairs, and installs the automated control systems, SCADA, and process automation
  • Monitors functionality and performance of the SCADA system and its services
  • Maintains integrity of the SCADA system, coordinating with DWSU Instrumentation Technicians and third party consultants and contractors
  • Programming and design of Programmable Logic Controllers (PLC), Human Machine Interfaces (HMI), and SCADA screens
  • Prepares routine and ad-hoc reports from SCADA databases. Supports other DWSU departments with SCADA reports and as SCADA expert
  • Maintain up to date documentation for technical processes, procedures and training materials for applications, databases and systems for use by DWSU staff and SCADA Operators.
  • Documents software revisions, versions, and required licensing
  • Work with County IIT Department and Governance Team on network and cybersecurity assessments and policies
  • Manage SCADA system updates, expansions, and upgrades and coordinate SCADA network communications via cellular, fiber, or 800 MHz radio system
  • Collaborate with design engineers and system integrators on existing SCADA system needs and new design requirements
  • Ensures a complete and accurate inventory of physical system devices, software and licensing
  • Executes daily, scheduled corrective/preventative maintenance and repair tasks
  • Uses a computerized maintenance management system (CMMS) to document work activity
  • Perform other related duties as required
