SCADA Administrator

East Valley Water District•Highland, CA

About The Position

Under direction, the SCADA Administrator performs specialized technical work planning, designing, developing, implementing, programming, administering, operating, maintaining, troubleshooting, repairing, and enhancing the District’s SCADA, distributed control, telemetry, instrumentation, communications, and automated control systems. The role supports reliable operation of water production, treatment, storage, distribution, wastewater collection, water reclamation, renewable energy, and treatment facilities. It coordinates and inspects contractors and service providers and provides technical training and support to District staff. This is an advanced journey-level classification involving varied and complex work that requires considerable discretion and independent judgment. The incumbent evaluates system performance, diagnoses operational issues, establishes solutions, and implements improvements. Assignments are provided with general guidelines; the incumbent establishes objectives, timelines, and methods to support reliable and efficient operation of critical District infrastructure. Work is typically reviewed upon completion. The position receives direction from the Director of Engineering and Operations or assigned supervisory or management personnel and has no direct supervision over staff. It coordinates, schedules, directs, and inspects contracted service providers and provides technical training and knowledge transfer to District operations, reclamation, maintenance, and information technology staff. The role requires the equivalent of completing twelfth grade, supplemented by specialized training in SCADA systems, instrumentation, electrical/electronic technology, or a related field, and five years of increasingly responsible experience supporting SCADA systems in a water, wastewater, utility, industrial, manufacturing, or closely related operational environment. A valid Class C California Driver’s License is required, as is possession of—or acquisition within twelve months of appointment of—a CWEA Electrical and Instrumentation Technologist I certification. The position involves work in office and field environments and requires mobility and physical dexterity for inspection, installation, maintenance, testing, troubleshooting, and repair activities.
