About The Position

The Test Facilities Operation, Maintenance and Engineering (TFOME) team at the NASA Glenn Research Center provides engineering and technical services in the areas of aeropropulsion and space propulsion and power test facilities. TFOME management is dedicated to excellence in service and to providing outstanding technical opportunities for our employees. We specialize in providing unique products and services to NASA Glenn. We are currently seeking a candidate to join our Safety team that will assist in developing, enforcing, monitoring and the implementation of the Safety, Health, and Environmental (SHE) programs, procedures, and requirements pertinent to the TFOME Contract. Ensure compliance with all TFOME Contract policies, OSHA regulations, NASA NPR 1800.1 requirements, GRC NASA SHeD policies, and any other pertinent safety/consensus standards. SHE compliance is assessed using program procedures that are developed and verified through audits and workplace evaluations as part of the TFOME contract at the NASA Glenn Research Center.

Requirements

  • An Associate degree in Safety, Occupational Health, Engineering Studies, Environmental Science, or other Technical related fields and/or, professional safety related certifications, and/ or equivalent safety and training work experience of more than 5 years.
  • Candidate will preferably have current or previous work experience at NASA Glenn Research Center and have an understanding of the Safety and Health requirements of the Center and Agency.
  • Working knowledge of OSHA regulations, NEC, NFPA, Federal and State EPA, NRC, DOT, NIOSH recommendations, and Quality (AS 9100, ISO9000) requirements.
  • Working knowledge of the NASA NPR’s, NPD’s, and the NASA Glenn Safety and Occupational Health manual preferred.
  • Proficient knowledge in lifting device equipment (forklifts, overhead cranes, aerial lifts, scissor lifts, etc.) electrical safety, fall protection, LO/TO, machine guarding, welding safety, shop safety, confined space, and basic industrial hygiene principles (ventilation, air monitoring, noise monitoring).
  • Safety knowledge for interpreting and applying safety requirements, developing safety procedures/reports, conducting safety audits and maintaining Safety, Health, and Environmental (SHE) OSHA records.
  • Ability to effectively work and communicate with the client (NASA and NASA SHeD), supervisors, and co-workers, to assist with decisions and function with all levels of the organization.
  • Ability to read and use blueprints, use office equipment (such as computers) and industrial hygiene instruments for sampling the environment.
  • Able to work with little supervision and without conflict of interest between this position and their current position.
  • Ability to stop employees from working when a safety hazard or unsafe working practice, environment, and/or condition is discovered.

Nice To Haves

  • Working knowledge of the NASA NPR’s, NPD’s, and the NASA Glenn Safety and Occupational Health manual preferred.

Responsibilities

  • Provide Safety, Health and Environmental (SHE) program support assuring compliance with SHE policies, requirements, and controls to include performing surveillance of personnel and contractors associated with TFOME.
  • Perform and evaluate hazard analyses and safety assessments and review hazardous operation procedures for potentially hazardous operations and provide feedback to the Government as requested.
  • Assist the Safety & Quality Manager with all safety related issues and with the implementation of appropriate programs and procedures and maintain systematic and complete SHE records to ensure a safe and healthful workplace.
  • Conduct safety audits/inspections, NASA facility safety walk-through inspections, building inspections, safety/accident mishap and close call investigations, and submit reports as required. Ensure corrective measures are implemented in conjunction with site personnel to ensure contract-wide compliance with the NASA Glenn Research Center Safety, Health and Environmental Manuals, the TFOME Health and Safety Plan, and OSHA requirements to prevent accidents and mishaps.
  • Provide technical review and advice on SHE issues as requested in support of site planning and review.
  • Provide technical review and guidance involving the HASP process and for TFOME subcontracted work. Perform daily inspections of TFOME subcontracted IDIQ work.
  • Manages special safety assignments and projects to ensure adherence to safety regulations and to determine needs for updating safety codes. Make and implement safety policies and procedures as appropriate.
  • Participate in risk management and hazard analysis activities and coordinate with the staff to identify facility requirements and determine SHE needs.
  • Perform industrial hygiene duties (Air & ventilation sampling, lead bulk samples, Confined Space Air Monitoring, Noise Surveys, etc.) as required or requested.
  • Obtain appropriate SHE training and/or certifications to perform position duties and better serve the TFOME contract on matters in safety, health, and environmental hazards.
  • Effectively handle and respond to differing situations, problems, and deviations to ensure compliance with State and Federal Safety and Environmental Regulations as well as NASA procedures and the Glenn Safety, Occupational Health, and Environmental Manuals.
  • Maintain currency with new developments and changes in SHE regulations and assess applicability. Willing to continue professional education through local and national conferences and other training opportunities.
  • Serve as a mentor for the TFOME Employee Safety Committee at both Lewis Field and Armstrong Test Facility.
  • Submit a monthly report of SHE activities to the Safety and Quality Manager.
  • Represent TFOME at the monthly Contractor Safety Committee meeting as determined by the Safety and Quality Manager.
  • Serve as a backup for other safety support personnel managed by the TFOME Safety and Quality Manager.
  • Perform other position-related duties as assigned by management. Assist employees write and implement Job Hazard Analysis (JHA), NASA GRC Safety forms, and Safety Observation Reports (SOR). Follow-up on all Safety Observation Reports (SOR) to ensure corrective actions are completed.
  • Serve as a safety consultant and advisor to TFOME employees, management/ supervision, and NASA on projects, safety concerns, and facility matters.
  • Supports safety, health, and environmental training program for TFOME Contract employees and provide training to both Lewis Field and Armstrong Test Facility employees.
  • Develop and maintain training materials, presentations, and coursework for safety, health, and environmental training classes.
  • Work with the Safety and Quality Manager to maintain records of training events and ensure employees are trained per the requirements of NASA, OSHA, and all other federal regulatory agencies.
  • Work with the Safety and Quality Manager to grow and lead the TFOME Safety Training Program.
  • Attend training opportunities, which will allow you to become a more affective trainer and subject matter expert in the safety, health, and environmental courses you administer.
