About The Position

Eagle Integrated Services, LLC (EIS) is seeking a Safety Specialist for a 100% onsite role at the Jacksonville Naval Drug Lab. This contracted Safety Specialist will provide direct support to the Navy Drug Screening Laboratory Safety Officer (SO) and Commanding Officer (CO). The role involves updating and publishing the command’s Occupational Safety and Health Program instruction and policy statement, developing compliant safety programs, policies, and procedures, and promoting the command’s safety program through various communication channels. The specialist will also be responsible for posting safety notices, reviewing safety compliance in procedures and purchases, managing chemical safety data, and providing safety education and training. Additionally, the role includes ensuring visitor safety compliance, preparing safety reports for leadership, conducting facility inspections, investigating mishaps, and managing safety-related equipment and supplies. The specialist will also oversee the inspection of personal electrical appliances and ensure the application of various safety guidance programs.

Responsibilities

  • Updating and publishing the command’s Occupational Safety and Health Program instruction and the CO’s Occupational Safety and Health policy statement.
  • Developing higher-authority compliant command-specific safety programs, policies, and procedures, and assisting individual supervisors with developing Department-relevant safety policies and procedures.
  • Promoting the command’s Occupational Safety and Health program using bulletin boards, displays, newsletters, e-mails, and/or other means accessible to NDSL’s staff.
  • Posting required notices associated with serious unsafe or unhealthful working conditions along with information concerning corrective actions.
  • Reviewing the command’s Local Operating Procedures (LOP) manual and all purchases requests for compliance with safety regulations.
  • Developing and maintaining the command’s Authorized Use List (AUL) for chemicals used within the command.
  • Developing and maintaining the command’s Safety Data Sheet (SDS) collection and ensuring its continuous availability to all command personnel.
  • Providing and tracking safety education and training (to include new staff safety orientation / mishap and safety discrepancy reporting procedures, supervisory level staff safety training, specialized training for staff appropriate to specific work performed and associated hazards, Emergency Action Plan training, and annual Navy-mandate safety training).
  • Ensuring all visitors to the command are aware of and adhere to the command’s safety policies and procedures (including the proper donning of command-provided personal protective equipment (PPE)).
  • Preparing and distributing command Occupational Safety and Health information to the command’s leadership and supervisors, including reports on inspections, mishap investigations, hazard evaluations, and recommendations.
  • Conducting and documenting comprehensive inspections of all facilities and grounds occupied by NDSL Jacksonville to identify and document hazardous conditions, procedures, and practices utilizing all applicable safety standards.
  • Investigating mishaps, safety discrepancies, and hazard reports, documenting findings and recommendations.
  • Assisting with the completion and submission of all required reports and summaries (e.g., occupational injury and illness reports, unsafe unhealthful forms, Risk Management Information (RMI) Streamlined Incident Reporting (SIR) system forms, etc.).
  • Selecting and ordering safety-related equipment and supplies (as needed).
  • Ensuring adequate stocks of consumable PPE required for the command’s workspaces /operations.
  • Ensuring the inspection / testing and subsequent repair / replacement of the command’s emergency equipment (e.g., eyewash stations, emergency showers, fire alarms / extinguishers, emergency lights and exit signs, etc.).
  • Ensuring staff members’ personal electrical appliances are inspected as required by local and higher authority guidance.
  • Ensuring the application of other safety related guidance and programs (e.g., electrical safety, ergonomics, biological safety, hazardous materials / hazardous waste control and management, compressed gases, traffic safety, and recreational / off-duty safety) as directed by the relevant instruction, as well as the NDSL Jacksonville SO and/or CO, or higher authority.
