Review and assess safety conditions in City facilities, vehicles and equipment; ensure that the City employees work in a safe environment and perform a variety of other related activities in support of the assigned areas of responsibility. Coordinate safety and loss prevention activities; conduct accident investigations; perform research and develop and deliver safety training. Train and mentor field operational management regarding safety process; serve as a team member on the safety assessment review committee; and counsel and coach employees who routinely work in environments with high risk to safety. Essential and Supplemental Functions ESSENTIAL FUNCTIONS: Essential functions may include, but are not limited to the functions listed below. Plan, implement, monitor and evaluate loss prevention program activities including the completion of facility inspections, accident investigations, policy and operational analysis and emergency planning operations. Evaluate standard operating procedures of high risk City departments and divisions; identify opportunities for improving service delivery methods and procedures; review with appropriate management staff. Monitor program compliance with laws, rules and regulations related to provision of industrial safety and related services. Participate in the development of safety education and safety training programs; conduct training sessions as required. Monitor and inspect City facilities for compliance with environmental requirements including noise, equipment layout, air quality and electromagnetic fields. Respond to and investigate citizen or employee complaints regarding potential safety hazards. Conduct safety inspections of a variety of City owned vehicles including automotive and heavy equipment. Maintain records and develop reports concerning new or ongoing programs and program effectiveness; prepare statistical reports as required. Promote sound and effective safety practices; make presentations and distribute brochures to civic organizations. Provide technical safety information and compliance requirements to city management staff, employees and contractors. Conduct analysis of standard operating procedures in high risk jobs to develop safe working practices. Develop materials and conduct training sessions on safety programs to meet City safety objectives. Review safety accident investigation reports of employee injuries; determine cause and recommend preventive measures. As assigned, administer the COP, defensive driving and safe operator permit program. Maintain Material Safety Data Sheet (MSDS) book. SUPPLEMENTAL FUNCTIONS: Maintain awareness of new developments in the field of industrial safety; incorporate new developments as appropriate into programs. Perform related duties and responsibilities as required.
