About The Position

VOA-GNY is seeking an experienced Safety & Security Manager to join our Real Estate Department. Reporting to the Assistant Vice President of Facilities, the Safety & Security Manager will be responsible for developing security plans for all VOA-GNY facilities, overseeing security operations, and coordinating emergency preparedness efforts. The Safety & Security Manager will provide strategic and operational security leadership across a portfolio of over 60 residential and community/office facilities. This role will ensure the safety of clients and staff by overseeing security operations; providing guidance on the implementation of "layered access" and other security design strategies; implementing security technologies; and negotiating and supervising third-party security contracts. Within VOA-GNY, the Real Estate Department (RED) is responsible for leading all development, property management, and asset management functions for the organization. VOA-GNY serves thousands across 67 sites, including 1,373 shelter beds, 2,326 permanent housing units, 330 scattered-site apartments, three offices, and one school. With more than 1,700 units of affordable and supportive housing in the pipeline, RED is seeking to rapidly grow the organization’s housing portfolio to serve more households in need, with a focus on ensuring new developments are beautiful, innovative, and high quality.

Requirements

  • Bachelor’s degree plus at least 7 years of direct, full-time professional experience in public safety, security management, or law enforcement.
  • Comprehensive understanding of physical security technology.
  • Comprehensive understanding of New York City building and safety codes.
  • Comprehensive understanding of risk assessment methodologies.
  • Excellent written and oral communication skills with demonstrated experience conveying complex safety concepts and emergency protocols in a clear and succinct manner.
  • Ability to maintain strong, positive relationships with the NYPD, FDNY, and a variety of internal and external stakeholders.
  • Exceptional project management skills with the ability to manage multiple security audits and technology implementations simultaneously under tight deadlines.

Nice To Haves

  • Master’s degree in Criminal Justice, Emergency Management, or a related area of study.
  • Certifications such as Certified Protection Professional (CPP) or Physical Security Professional (PSP).
  • Familiarity with issues pertaining to homeless services, behavioral health and substance use disorders, and trauma-informed care.

Responsibilities

  • Develop security plans, including standard operating procedures and physical/technical requirements, for all VOA-GNY facilities.
  • Establish a “layered access” approach including exterior lighting, lobby security, surveillance technology, unit-level security, and visitor management.
  • Negotiate and oversee third-party security contracts and regularly assess the strategic approach to using contractors versus VOA-GNY staff to ensure optimal safety and cost-effectiveness.
  • Conduct regular risk assessments and safety audits across the portfolio to identify vulnerabilities and ensure policies and procedures are implemented in accordance with each site’s security plan.
  • Update security plans as needed.
  • Serve as an internal resource for crisis response management and emergency preparedness, ensuring all interventions incorporate trauma-informed care best practices.
  • Under certain circumstances, serve as VOA-GNY’s lead response coordinator.
  • In close coordination with Human Resources and Program Services, develop trainings to prepare staff and clients for a variety of operational and weather-related emergencies.
  • Support Resident Services Managers, front-desk staff, and third-party security personnel to ensure appropriate onboarding procedures and training on security operations and access controls.
  • In close collaboration with the Information Technology team, advise on the appropriate implementation of various security technologies, including CCTV systems, electronic key fobs, and card readers.
  • Serve as the primary point of contact for local law enforcement (NYPD) and emergency services (FDNY/EMS).
  • Represent VOA-GNY in community meetings as needed.
  • Respond to court appearance notices for testimony.
  • Work with the Real Estate Development team to incorporate trauma-informed design and security strategies into the design of new construction and rehabilitation projects.
  • Collaborate with colleagues in Finance, Human Resources, Information Technology, Program Services, Real Estate, Risk Management, to support the organization’s safety and security goals.
