About The Position

The Tsui Group is seeking a qualified and experienced Safety Manager for a large educational client in Los Angeles County. This role involves providing management oversight of construction activities, reporting on contractor safety compliance across multiple project sites, and ensuring adherence to OSHA requirements and project-specific safety regulations. The Safety Manager will also monitor compliance with Owner Controlled Insurance Program (OCIP) requirements, support the Program Safety Manager, and attend various construction meetings. Key responsibilities include conducting daily safety reviews, performing site inspections, generating safety reports, reviewing contractor submittals (JHA, MOP, Fall Protection Plans, etc.), and documenting safety orientations. The role requires flexibility to work at multiple sites, manage daily priorities in a fast-paced environment, and possess strong communication skills.

Requirements

  • 10 years' of commercial construction experience in the US with a General Contractor
  • 5 years' experience in California with a Contractor or major subcontractor
  • 2 years' experience in construction of educational projects in a campus environment
  • Strong experience managing field construction teams on multiple projects.
  • Experience on demolition, renovation, and new construction building projects.
  • Experience working on OCIP programs.
  • Minimum of holding a valid Safety Management Specialist (SMS) certificate or Construction Health and Safety Technician (CHST) issued by the Board of Certified Safety Professionals (BCSP) or Certified Safety Manager construction (CSMC) certificate issued by the National Association of Safety Professionals (NASP)
  • Current First Aid/CPR/AED Certification
  • Experience on modernization/renovation projects involving abatement, remediation of hazardous materials, hazardous material waste removal and handling, such as asbestos and lead based paint.
  • Strong experience working senior management and field teams on large building programs across multiple sites and locations.
  • Experience participating in scheduled construction meetings with Contractors and Project Managers.
  • Strong experience in safety incident reporting and daily construction reporting for multiple projects.
  • Ability to effectively communicate with Owner's Construction Management staff and Contractor's Site Management Team.
  • Ability to manage, control, and report safety incidents in a timely manner in accordance with OSHA regulations and Owner's Requirements.
  • Proficiency with Microsoft Office, Adobe Acrobat and other basic software programs used in Construction.

Responsibilities

  • Perform management oversight of construction activity on behalf of the client.
  • Report on contractor regulatory and contract safety compliance on multiple project sites.
  • Monitor compliance to all current OSHA requirements that relate to the specific construction projects.
  • Perform daily safety reviews of work in progress in accordance with current Safety Regulations and Standard Operating Procedures (SOP) as developed and updated by BuildLACCD.
  • Monitor adherence to Owner Controlled Insurance Program (OCIP) requirements and procedures.
  • Support to the Program Safety Manager, including attending required meetings, or providing safety reports/analysis as requested.
  • Attend construction meetings with college project team and general contractor, leading the safety topic (toolbox), reporting on site observations (Observation Report), and reviewing upcoming construction schedules for hazard preparedness.
  • Perform ongoing construction site safety inspections and generate daily safety reports for all site visits.
  • Submit weekly Project Health Safety and Environmental Observation Reports to College Project Manager.
  • Perform ongoing review, for completion and accuracy, of contractor safety submittals, JHA, MOP, Fall Protection Plans, Crane lift Plans, Excavation and Scaffold Erecting Plans, Confined Space Entry and hazard assessment of other high risk operations.
  • Perform review of contractor submitted incident reports, participate in safety stand-downs, and prepare and submit lessons learned to Program Safety Manager.
  • Perform and document safety orientation with contractor safety representative.
  • Monitor adherence to zero tolerance and corrective action policy for workers found not in compliance with the Program’s safety policy.
  • Establish daily work priorities and perform oversight at multiple active construction projects.
  • Effectively communicate with Owner's Construction Management staff and Contractor's Site Management Team.
  • Manage, control, and report safety incidents in a timely manner in accordance with OSHA regulations and Owner's Requirements.
