About The Position

The Safety Manager is responsible for overseeing and implementing safety programs within the transit system, ensuring compliance with all relevant regulations and promoting a strong safety culture. This role involves training, strategic planning, accident investigation, and management of safety systems to minimize accidents and injuries.

Requirements

  • High school diploma required.
  • Must be a certified Transportation Safety Institute (TSI) bus operator trainer.
  • Must Have with Class “B” CDL with Airbrakes, and Passenger endorsements.
  • Valid active medical examiners certificate.
  • At least 3 years’ progressive transit experience with commercial class “B” vehicles in a transit system.
  • Knowledgeable with DOT policies, FTA, OSHA, NIMS, EPA standards and ADA requirements.
  • Experience developing and implementing safety program plans and procedures; conducting investigations, analyzing data, and identifying and recommending corrective action.
  • Must maintain confidentiality and safeguarding of sensitive material.
  • Conducting oral presentations, relaying technical information in understandable terms.
  • Demonstrated ability to work effectively in a diverse workforce.
  • Intermediate knowledge and experience of Microsoft Office Suite.
  • Possess a working knowledge of adult education principles and practices.
  • Possess the skills necessary to write and express oneself orally in a logical, comprehensive, and intelligent manner, as well as good organizational skills.
  • Possess the temperament necessary for maintaining amiable relations with various levels of company personnel.
  • Possess a working knowledge of Microsoft Access, Excel, and Word.
  • Ability to interpret and explain regulations to others.
  • Must have excellent communication skills (written and oral).
  • Excellent time management skills with ability to prioritize.
  • Strong analytical and reporting skills.
  • Must be a resident of Puerto Rico or willing to relocate.

  • CPR, AED and First Aid Certification (Provided by the Company).
  • Transportation Dispatching Software knowledge desired.
  • Previous experience with Onboard Technology for Transit Systems.

Responsibilities

  • Selecting, hiring and training qualified candidates for employment.
  • Maintaining confidentiality and safeguarding of sensitive material.
  • Conducting oral presentations, relaying technical information in understandable terms.
  • Communicating job requirements and responsibilities to drivers.
  • Working closely with Human Resources to ensure driver hiring and compliance process; interviewing and driver selection; collecting applications; drug/alcohol testing; DOT physicals; motor vehicle records checks and additional certifications as required.
  • Providing direction and guidance to location trainers.
  • Developing, teaching and monitoring contents (i.e. TAPTCO) of classroom training to ensure compliance.
  • Overseeing and scheduling re-certifications and re-training to include but not limited to onboard evaluations and trail checks.
  • Designing and delivering driver training and safety courses; trains new drivers and retrains those involved in accidents.
  • Creating and maintaining all department-related files as required.
  • Coordinating monthly safety reporting, bringing together performance trends in safety KPIs, delivery against location safety plans and safety risk assessment.
  • Ensuring the location leadership team and the client is informed of safety performance, with timely alerts provided per the contract.
  • Driving a continuous improvement culture in safety performance by working collaboratively with location, resulting in all leading and lagging indicator improvements e.g., AFR and IFR.
  • Charing Safety and Accident Review committees.
  • Investigating incidents, accidents, and work-related injuries including accident investigation, accident reports, accident files, accident register, and follows up with the claim's office and adjusters as necessary.
  • Effectively directing Drug and Alcohol Program as the responsible DER for FTA/DOT testing for location to ensure complete federal and corporate compliance. Manage Third Party Administrators and Vendors.
  • Leading the site implementation of the Safety Management System Plan, comprehensive safety policies, procedures, and tools to enhance compliance with corporate direction in efforts to reduce accidents/injuries in the workplace.
  • Monitoring compliance with the KTA’s SMS policies and procedures, conducting an annual safety audit.
  • Ensuring all relevant statutory and regulatory safety polices are applied and adhered to.
  • Assisting client’s maintenance personnel in ensuring compliance with environmental policies and regulations as needed.
  • Management of Onboard Surveillance Systems.
  • Monitoring and evaluating the continued effectiveness of risk control strategies.
  • Identifying and assessing new hazards introduced in the workplace.
  • Overseeing ongoing monitoring and recording of safety performance.
  • Establishing and maintaining a culture of safety so that safety is the front of mind consideration for all employees and a way of life within the organization.
  • Contributing to the safety culture through displaying exemplary safety-oriented behaviors.
  • Ensuring a just culture within the organization where all employees are treated fairly and justly and understand their contribution to the organization’s safety philosophy.
  • Overseeing classroom and designated instructors to ensure quality, consistency, and efficiency in training methods.
  • Overseeing design and delivery of driver training and safety courses including new hire and accident retraining and may serve as back-up safety trainer.
  • Planning, scheduling and delivering monthly safety meetings.
