This is a districtwide role intended to serve all Los Angeles Community College District (LACCD) campuses. Assignments will be made based on program needs and project workloads in each region and campus. Candidates should indicate regional preference on the qualifications form. The role involves performing management oversight of construction activity on behalf of the client, reporting on contractor regulatory and contract safety compliance on multiple project sites. The position requires monitoring compliance with all current OSHA requirements related to specific construction projects and performing daily safety reviews of work in progress in accordance with current Safety Regulations and Standard Operating Procedures (SOP) as developed and updated by BuildLACCD. Adherence to Owner Controlled Insurance Program (OCIP) requirements and procedures is also monitored. The Safety Manager will support the Program Safety Manager, including attending required meetings and providing safety reports/analysis as requested. The role involves attending construction meetings with the college project team and general contractor, leading the safety topic (toolbox), reporting on site observations, and reviewing upcoming construction schedules for hazard preparedness. Ongoing construction site safety inspections are performed, generating daily safety reports for all site visits. A weekly Project Health Safety and Environmental Observation Report is submitted to the College Project Manager. The role includes ongoing review, for completion and accuracy, of contractor safety submittals, JHA, MOP, Fall Protection Plans, Crane Lift Plans, Excavation and Scaffold Erecting Plans, Confined Space Entry, and hazard assessment of other high-risk operations. Review of contractor-submitted incident reports, participation in safety stand-downs, and preparation and submission of lessons learned to the Program Safety Manager are also key responsibilities. Safety orientations are performed and documented with contractor safety representatives. Adherence to zero tolerance and corrective action policy for workers found not in compliance with the Program’s safety policy is monitored. Flexibility in schedule and transportation to work at multiple sites based on assigned schedule and duties throughout the greater Los Angeles area is required. The ability to work in a fast-paced environment, establish daily work priorities, and perform oversight at multiple active construction projects is essential. Good written and oral communication skills are necessary.
