About The Position

AECOM is seeking a Safety, Health & Environmental Officer II for an onsite role based in Valhalla, NY. This role involves implementing AECOM’s Construction Manager’s (CM) EHS Management Plan (EHSMP) and Environmental Health and Safety Plan (EHASP), supporting the CM in preparing Job Hazard Analyses (JHAs), and conducting various training for CM staff. The position requires reviewing EHS-related submittals from contractors, facilitating weekly EHS meetings, conducting frequent construction site visits, and tracking contractor compliance with EHASP(s) and JHA(s). The role also involves monitoring EHSR performance, documenting non-compliance, reviewing incident reports, submitting monthly EHS status reports and metrics, overseeing Emergency Action Plans (EAPs) and drills, and managing EHS Annual Reports.

Requirements

BA/BS in Safety, Engineering or related degree plus 6 years of related experience or demonstrated equivalency of experience and/or education.

Nice To Haves

Certified Industrial Hygienist (CIH) or Certified Safety Professional (CSP) certification.
10 years of relevant EHS field and management experience in construction, preferably experience in underground construction & tunneling.
Familiarity and experience with NYCDEP safety and health regulations.
OSHA 10-hour Construction Health and Safety Course (30-hour Preferable).
Initial and Annual Refresher OSHA 29 CFR 1910.120/1926.65 HAZWOPER
Knowledgeable in OSHA 29 CFR 1926 and 1910 Regulations
Associate Safety Professional (ASP) or Construction Health and Safety Technician (CHST) certifications.

Responsibilities

Implementing the requirements of AECOM’s Construction Manager’s (CM) EHS Management Plan (EHSMP) and Environmental Health and Safety Plan (EHASP)
Support the CM in preparation of Job Hazard Analyses (JHAs) in accordance with Client standards.
Support the CM in conducting various training for CM staff including new employee orientations, visitor orientations and Emergency Action Plan training.
Review all EHS related submittals by the Contractors, including, but not limited to, EHASPs, JHAs, monthly reports, asbestos/lead/mercury/PCB management and sampling plans, waste management plans, soil re-use, hazardous waste contingency plans, erosion and sediment control plans, and Stormwater Pollution Prevent Plans (SWPPP) to verify comprehensive oversight of all site activities.
Facilitate weekly EHS meetings with the Contractor’s EHS Representative (EHSR), and other project management personnel as appropriate, to ascertain and discuss upcoming construction related activity EHS activities.
Conduct frequent construction site visits.
Track and monitor the Contractor’s compliance with EHASP(s) and JHA(s)
Track and monitor all site EHSRs’ performance including, but not limited to, reviewing the EHSR’s daily reports and whether EHS issues are being adequately addressed.
Perform and submit daily reports of the Contractors’ Work areas and document non-compliance with the Contractor’s EHASPs and JHAs.
Review Contractor’s incident reports for adequacy, participate in meetings related to construction related incidents, and verify all necessary Contractor corrective actions are implemented.
Submit EHS monthly status reports and metrics. Prepare monthly trending analysis of Contractor EHS performance.
Oversee Emergency Action Plans (EAPs) and drills for the site in coordination with Client staff.
Review and manage all EHS Annual Reports (i.e., EPCRA, Hazardous Waste, Confined Space)
