About The Position

This role is responsible for overseeing and implementing safety programs and training within a transit system. The Safety and Training Manager will ensure compliance with various regulations, conduct investigations, develop safety plans, and promote a strong safety culture. The position involves a mix of office-based work and active field involvement, requiring strong communication, analytical, and organizational skills.

Requirements

  • High school diploma required.
  • Must be a certified Transportation Safety Institute (TSI) bus operator trainer.
  • Must possess a Class “B” Commercial Driver License.
  • Must have at least 3 years’ progressive transit experience with commercial class “B” vehicles in a fixed route transit system.
  • Knowledgeable with DOT policies, OSHA, NIMS, EPA standards and ADA requirements.
  • Experience developing and implementing safety program plans and procedures.
  • Experience conducting investigations, analyzing data, and identifying and recommending corrective action.
  • Must maintain confidentiality and safeguarding of sensitive material.
  • Demonstrated ability to work effectively in a diverse workforce.
  • Possess a working knowledge of adult education principles and practices.
  • Possess the skills necessary to write and express oneself orally in a logical, comprehensive, and intelligent manner.
  • Possess good organizational skills.
  • Possess the temperament necessary for maintaining amiable relations with various levels of company personnel.
  • Possess a working knowledge of Microsoft Access, Excel, and Word.
  • Ability to interpret and explain regulations to others.
  • Must have excellent communication skills (written and oral).
  • Excellent time management skills with ability to prioritize.

  • Employment for safety-sensitive positions will be contingent upon passing a pre-employment drug screen and a physical examination.

Responsibilities

  • Coordinate monthly safety reporting, including performance trends in safety KPIs and delivery against location safety plans and risk assessments.
  • Inform the location leadership team of safety performance and provide timely alerts.
  • Drive a continuous improvement culture in safety performance through collaboration, aiming for improvements in leading and lagging indicators (e.g., AFR and IFR).
  • Chair Safety and Accident Review committees.
  • Investigate incidents, accidents, and work-related injuries, including preparing reports, maintaining files, and following up with claims offices and adjusters.
  • Direct the Drug and Alcohol Program (FTA) for the location to ensure federal and corporate compliance.
  • Manage Third Party Administrators and Vendors.
  • Lead the site implementation of the Safety Management System Plan, comprehensive safety policies, procedures, and tools to enhance compliance and reduce accidents/injuries.
  • Monitor compliance with the KTA’s SMS policies and procedures, conducting an annual safety audit.
  • Ensure all relevant statutory and regulatory safety policies are applied and adhered to.
  • Assist the maintenance manager in ensuring compliance with environmental policies and regulations.
  • Monitor and evaluate the continued effectiveness of risk control strategies.
  • Identify and assess new hazards introduced in the workplace.
  • Oversee ongoing monitoring and recording of safety performance.
  • Establish and maintain a culture of safety where safety is a primary consideration for all employees.
  • Contribute to the safety culture through exemplary safety-oriented behaviors.
  • Ensure a just culture within the organization where employees are treated fairly and understand their contribution to the safety philosophy.
  • Oversee classroom and designated instructors to ensure quality, consistency, and efficiency in training methods.
  • Oversee the design and delivery of driver training and safety courses, including new hire and accident retraining.
  • Plan, schedule, and deliver monthly safety meetings.
