About The Position

The Safety and Emergency Program Manager leads NOCO Humane’s organization-wide workplace safety, risk reduction, and emergency preparedness programs. This role is responsible for injury prevention, hazard identification, incident analysis, corrective action, safety training, and organizational readiness for emergencies and disasters. The position requires a strong working knowledge of animal shelter operations and serves as a resource for safe animal handling and sheltering practices. The position works closely with Shelter Operations, Human Resources, Facilities, and other departments and provides hands-on operational support during emergencies, including animal housing and care at NOCO Humane campuses and off-site emergency shelters. The position supervises safety and disaster response volunteers. The regular schedule is generally Monday-Friday, with overnight, weekend, holiday, and on-call responsibilities as needed. Based at the Loveland Campus, the position oversees the program across all NOCO Humane campuses and regularly travels to other campuses, events, and emergency response locations.

Requirements

Bachelor’s degree or applicable work experience required.
1 year of project management experience required.
Training and public speaking experience required.
Practical experience in one or more of the following areas is highly desirable: workplace safety or risk management, emergency management, operations, or compliance.
Experience identifying and evaluating workplace safety risks, including those associated with animal handling or animal care environments, and developing practical strategies to reduce injuries and prevent incidents strongly preferred.
Staff or volunteer supervisory experience a plus.
Documentation, organization and compliant preservation experience.
Animal welfare experience highly desired.
Experience organizing a disaster response program a plus.
Emergency management certifications (FEMA Red Cross, ICS) are valued by not required and may be obtained after hire.
Bilingual (English/Spanish) reading and writing a plus.
Ability to independently organize, prioritize, and advance work with limited day-to-day supervision.

Responsibilities

Leads and administers the Organization’s comprehensive safety program, including injury prevention, hazard identification, risk mitigation, and regulatory compliance.
Serves as a co-chair of Shelter’s Safety Team and manages the Organization’s Safety program.
Serves as the primary investigator for workplace accidents, injuries, near misses, animal bites, and other safety incidents and oversees post-incident corrective action and retraining efforts to prevent recurrence.
Collects, tracks, analyzes, and reports workplace accident, injury, near-miss, animal bite, needle incidents and other safety data to identify trends, recurring hazards, contributing factors, and opportunities for prevention.
Develops and implements data-informed training, procedural improvements, and other risk-reduction initiatives designed to decrease workplace injuries and preventable incidents across all campuses.
Regularly evaluates the effectiveness of corrective actions and safety initiatives and adjusts strategies as needed to support continuous improvement.
Provides leadership with regular safety reporting, including trends, areas of concern, recommendations, progress toward safety goals and emerging risks.
Partners closely with Shelter Operations leadership, Human Resources, Facilities, and other departments to identify root causes of workplace incidents and ensure appropriate operational, training, facility, and personnel-related corrective actions are implemented and sustained.
Creates, manages, and facilitates in-house trainings and drills for staff and volunteer safety and/or emergency response (i.e. new-hire safety training, animal handling, safe needle handling, active shooter, de-escalation, site safety, etc.).
Oversees animal bite incident reporting and required follow-up communication with local public health authorities for designated campuses in accordance with applicable regulations and reporting requirements.
Serves as the Organization’s primary point of contact for building alarm and security-related concerns across all campuses, including alarm activations, access and security issues, and other building security concerns.
Coordinates with Shelter Operations, Facilities, alarm/security vendors, and other appropriate parties to ensure concerns are investigated, addressed, documented, and escalated as necessary.
Oversees and maintains alarm response procedures, including designated alarm responders and related staff training, to support consistent and timely response to building security and alarm events.
Provides written emergency and preparedness-related information for internal and external communication channels in accordance with plans.
Regularly reviews, updates, and/or develops the Organization’s documentation, policies, procedures, evacuation & emergency response plans, and associated SOP’s to ensure compliance with Federal, State, and local requirements, as well as the Organization’s standards.
Manages Organization’s emergency communication notification system and trains appropriate staff.
Manages the safety dashboard for staff and volunteers.
Takes immediate action to address safety concerns or hazards.
Keeps facility safety signage, materials and published maps current.
Inventories and orders PPE (Personal Protective Equipment) for the Organization’s campuses.
Coordinates regular inventory of 1st Aid and Stop the Bleed kits.
Ensures AEDs and fire extinguishers are regularly checked and kept in compliance.
Ensures all safety and emergency response equipment is kept in good working order.
Manage program goals, plans, timelines and budgets.
Operates within the established budget.
Follows all safety guidelines and policies and models safe working practices.
Uses good judgement, adheres to confidentiality standards and maintains solid attendance.
Completion of job-related trainings, including animal handling, and certifications within established timelines.
Partners with the Chief Veterinarian to support the Organization’s radiation safety program, including monitoring compliance with established radiation safety policies and procedures, ensuring policies remain current with applicable requirements, coordinating and scanning dosimeter badges, maintaining required records, and supporting safe radiation practices within Veterinary Services.
Serves as NOCO Humane’s primary Emergency Operations Center (EOC) representative; participates in EOC briefings and activations and ensures the Joint Information Center (JIC) receives accurate and timely information during an emergency or disaster.
Maintains a strong working knowledge of animal shelter operations, including animal intake, housing, handling, movement, basic care, sanitation, facility flow, and safety practices, to effectively plan for and support animal sheltering operations during emergencies.
Serves as an organizational resource for animal handling and emergency sheltering, providing guidance to staff, volunteers, emergency responders, and community partners regarding safe animal handling, housing, transport, and sheltering practices.
Actively participates in emergency sheltering operations when needed, including assisting with animal intake, handling, transport, housing, feeding, cleaning, movement, documentation, and other animal care or operational responsibilities necessary to support the response.
Provides hands-on operational support within NOCO Humane shelters and at temporary, evacuation, co-located, or other off-site emergency animal shelters established during a disaster or community emergency.
Assists with the planning, setup, operation, and demobilization of emergency animal sheltering locations, including animal housing, supplies and equipment, staffing and volunteer coordination, workflow, safety, sanitation, and resource needs.
Coordinates with Shelter Operations leadership to ensure emergency animal sheltering practices are operationally sound and support appropriate standards of animal care, staff and volunteer safety, and effective use of available resources.
Communicates relevant emergency, operational, and safety information to employees and volunteers during emergency response activities.
Attends applicable city, county, regional, and other emergency management meetings, exercises, trainings, and planning sessions and represents NOCO Humane’s animal sheltering and emergency response capabilities.
Facilitates internal Emergency Response Team meetings, trainings, drills, and tabletop exercises to strengthen organizational readiness.
Establishes and maintains relationships with emergency management, law enforcement, fire departments, government agencies, public health, animal welfare organizations, and other response partners to support coordinated animal-related emergency planning and response.
Identifies and facilitates new partnerships between NOCO Humane and outside organizations that strengthen emergency preparedness, animal sheltering capacity, evacuation capabilities, and disaster response resources.
Maintains required disaster response records, forms, plans, agreements, Memorandums of Understanding (MOUs), and other program documentation.
In collaboration with Humane Education and Community Outreach, represents NOCO Humane at community events and provides education regarding animal emergency preparedness and disaster planning.
Promotes and maintains a safe working environment during emergency operations; actively monitors staff and volunteer safety practices and takes immediate action to address identified hazards or unsafe conditions.
Successfully completes assigned FEMA, Red Cross, Incident Command System (ICS), animal emergency response, and other required training within established timelines and applies that knowledge to NOCO Humane’s emergency preparedness and response programs.
Obtains and maintains required emergency management, safety, animal handling, and disaster response certifications.
Establishes and oversees the Community Animal Response Team (CART) program, including volunteer management, training, deployment readiness, operational procedures, equipment, supplies, and ongoing program development.
Represents the NOCO Humane in a professional manner and promotes our mission and values.
May assist with escalated clients on premises.
May assist with animal transport and care during emergencies.
Identifies applicable training opportunities.
May work with Development department to identify and apply for potential program grants.
Provide CPR/1st Aid/AED training/certification to employees, volunteers, and the public.
Other duties as assigned.
