Provides statewide leadership, project management, administration, and coordination for Virginia Works' implementation of the State Apprenticeship Expansion Formula Round 4 (SAEF4) grant. Serves as the Project Manager responsible for planning, coordinating, implementing, monitoring, and evaluating grant-funded activities to ensure compliance with U.S. Department of Labor Employment and Training Administration (ETA) grant requirements, applicable federal and state regulations, and Virginia Works policies and procedures. The position oversees implementation of the Registered Apprenticeship Incentive for Sector Expansion (RAISE) initiative and supports statewide expansion of Registered Apprenticeship Programs (RAPs) through grant administration, employer engagement, outreach, monitoring, and technical assistance activities. This position serves as the primary liaison with ETA for grant administration and collaborates with Virginia Works leadership, Registered Apprenticeship Consultants (RACs), employers, apprenticeship intermediaries, workforce partners, educational institutions, and other stakeholders to advance Virginia's Registered Apprenticeship strategy. The position is responsible for coordinating project schedules, deliverables, reporting, performance monitoring, and program implementation to ensure grant-funded activities are effectively managed, appropriately documented, and aligned with the Commonwealth's SAEF4 commitments, while promoting accountability, transparency, and effective stewardship of federal grant resources. This is a restricted position, expected to run until August 2029. Continued funding is contingent upon annual performance reviews, which will determine eligibility for funding in each subsequent year.
