About The Position

The RTC Clinic Legal Supervisor plays a key role within EDC’s Tenant Right to Counsel (TRC) Program by overseeing day-to-day clinic program operations and ensuring the delivery of legally compliant, high-quality, trauma-informed, and client-centered services for tenants facing eviction. As one of the primary operational and people-management leads for the Right to Counsel Clinic, the RTC Clinic Legal Supervisor supports staff working on the frontlines of eviction defense, fosters a collaborative and accountable clinic culture, and ensures services are delivered efficiently, compassionately, and in compliance with program, grant, and organizational requirements. This role supports pro per service delivery and case referrals in accordance with established protocols. Requirements

  • In good standing with the California State Bar
  • Demonstrated experience providing direct services in a legal services, housing, or social justice setting.
  • Experience supervising or leading staff in a high-volume, client facing environment, including responsibility for scheduling, workflow coordination, and performance management.
  • Strong understanding of trauma informed culturally responsive service delivery.
  • Proficiency with Microsoft Office Suite; experience with Salesforce or other case management databases preferred.
  • Ability to manage multiple priorities, make timely decisions, and work effectively under pressure.
  • Knowledgeable about the unlawful detainer process in San Francisco and familiarity with state and local housing laws, including the San Francisco Rent Ordinance, Tenant Right to Counsel (TRC) program, eviction protections and procedures, fair housing, habitability, and subsidized housing programs.
  • High level of professional integrity, accountability, and reliability.
  • Demonstrated people leadership and mentorship skills, including the ability to coach, support, and guide staff in high-volume, client-facing roles.

Nice To Haves

  • Past supervision experience of at least two years preferred.
  • Experience coordinating or supervising pro per legal services, referral programs, or clinic based programs.
  • Proficiency in Spanish, Cantonese, Mandarin, or another language commonly spoken in San Francisco is a plus.
  • Experience working in unionized, interdisciplinary, or nonprofit legal services environments.

Responsibilities

  • In collaboration with the RTC Clinic Supervisor and Program Coordinator, recruit, hire, train, and onboard RTCCs, volunteers, and interns with the Clinics in-office and remote working procedures.
  • Supervise and assist RTCCs and Triage staff as needed, with the provision of in-person reception, assessing clients' eligibility, directing clients to appropriate internal or external referrals including following appropriate intake procedures and policies for EDC's various practice areas.
  • Supervise and assist RTCCs as needed, in making Tenant Right to Counsel Referrals, including coordinating with identified staff at other TRC Legal Services Organizations.
  • Collaborate with program staff to update and edit databases in a way that is efficient, yet captures all of the pertinent information needed to track impact on communities served.
  • Provide training to appropriate staff regarding drafting legal documents for self-represented litigants.
  • Approve RTCC timesheets.
  • Deliver ongoing feedback with the RTCC team via informal check ins and bi-annual performance conversations.
  • Make decisions and advise RTCC team regarding client TRC eligibility.
  • Attend weekly program meetings, monthly agency staff meetings, and relevant supervision meetings.
  • In collaboration with the RTC Clinic Supervisor and Program Coordinator and the TRC Data Integration Specialist, ensure all data is entered on time and correctly to support program evaluation and outcomes tracking.
  • Work collaboratively with colleagues within the department and across the organization.
  • Direct and supervise RTCCs in a variety of clerical and administrative support to the administrative team.
  • Assist with coordinating outreach & education on EDC's services and access to Right to Counsel.
  • Other duties as assigned, in support of EDC’s mission.
  • Oversee the provision of pro per emergency assistance for clients seeking litigation referrals so as to avoid default judgments and sheriff's eviction (e.g. first response, stays of execution, discovery responses) by RTC Coordinators.
  • When appropriate, oversee the provision of pro per assistance for unrepresented clients in unlawful detainer matters.
  • Advise RTCC team re legal questions.
  • Review draft pleadings before submission to the court.
  • Schedule coverage by EDC Senior and Supervising attorneys to advise RTC Clinic team during times when you are not available.
  • Assign attorneys from EDC and the other 8 TRC agencies to ensure limited scope representation at all upcoming MSCs any TRC eligible tenants who are not represented.

  • Multilingual stipend of $125 per month per test ($1,500 per year)- whether written or oral- for specific roles that regularly use oral or written communication with clients or related parties in Spanish, Tagalog, Cantonese, or Mandarin. To qualify, employees must pass an oral and/or written test approved by the Labor-Management Committee. This position may be eligible for the multilingual stipend.
