About The Position

This role combines project coordination and hands-on QA/QC oversight for rolling stock programs in Los Angeles, CA. The position supports major rail vehicle projects - including new procurements, overhauls, and modernization initiatives - while ensuring quality, compliance, and successful delivery across testing and commissioning phases. The role requires 100% on-site presence, close coordination with clients and project teams, and the ability to operate at both a technical specialist and detailed field execution level.

Requirements

  • Bachelor’s degree in mechanical, electrical, or systems engineering (or equivalent experience).
  • Minimum 10 years of experience in rolling stock, including project management and/or QA/QC roles.
  • Strong experience across vehicle procurement, manufacturing oversight, systems integration, and commissioning.
  • Ability to read and interpret engineering drawings, specifications, and technical standards.
  • Demonstrated experience working with transit agencies or similar environments (operations, maintenance, or capital delivery preferred).
  • Strong report writing and documentation skills.
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint) and collaboration tools (e.g., Teams, SharePoint).
  • Excellent communication and stakeholder management skills.
  • Ability to work both independently on-site and collaboratively within a complex project team environment.

Responsibilities

  • Support the planning and execution of rolling stock programs, including new fleet procurement and rehabilitation projects.
  • Act as the primary point of contact for vehicle-related matters across testing, and commissioning phases.
  • Provide technical oversight of rolling stock systems, ensuring compliance with safety regulations, contractual requirements, and industry standards.
  • Monitor project progress, manage risks, and support resolution of complex technical and delivery issues.
  • Prepare technical documentation and reports.
  • Maintain routine on-site presence to oversee quality and workmanship at the client’s facility.
  • Conduct inspections and witness testing activities, including electrical, mechanical, functional, and safety systems.
  • Perform subsystem-level testing in accordance with approved procedures and acceptance criteria.
  • Verify configuration, installation, and compliance with engineering drawings and specifications.
  • Track non-conformances, punch list items, rework, and retesting activities through to resolution.
  • Support vehicle delivery and acceptance by confirming readiness and closure of outstanding issues.
  • Review contractor submittmits, technical documentation, and project records for compliance.
  • Maintain organized project documentation, including inspection reports, test records, and supporting evidence.
  • Escalate quality, safety, or compliance concerns as needed.
  • Coordinate daily with project teams, contractors, and client stakeholders.
  • Work closely with operations, maintenance, engineering, and asset management teams.
  • Support warranty issue tracking and resolution efforts.
  • Build strong relationships with internal and external stakeholders, including transit agencies and suppliers.
  • Represent the organization in client meetings, industry forums, and technical discussions.
