About The Position

The RPA Developer will support the Texas Health and Human Services Commission (HHSC) on the IT Administrative Applications Robotic Process Automation (RPA) team. This position is responsible for designing, developing, and maintaining automation and document intelligence solutions that transform large, complex data sources into structured, navigable, and actionable intake artifacts. The contractor will perform advanced developer duties including solution design, automation development, document ingestion and analysis, search enablement, infrastructure support, and cross-team collaboration. Technologies central to this role may include Blue Prism, Microsoft Power Automate, Azure, and PDF and document processing frameworks. The work will be performed in a fast-paced Agile (Kanban/Scrum) environment with a focus on continuous improvement.

Requirements

  • 8 years of hands-on experience with RPA development, with at least 4 years specifically using Blue Prism, including attended and unattended bots interacting with websites.
  • 8 years of experience with RPA integration with APIs and databases, including RESTful web services and SQL databases.
  • 8 years of experience developing reports and/or documents based on structured and unstructured data.
  • 8 years of experience building analytics based on structured and unstructured data.
  • Candidates must already reside within a 50-mile radius of the Austin, Texas area. Candidates currently residing out of state and planning to relocate will not be considered.
  • Interviews will be conducted via Microsoft Teams.
  • Overtime and work outside of normal business hours, including evenings, weekends, and holidays, may be required and must be pre-approved by HHSC.
  • All travel, per diem, parking, and living expenses are the sole responsibility of the candidate.
  • Pre-approved travel expenses must comply with State of Texas travel rules and rates applicable to classified employees, including requirements for original receipts.
  • The worker may be required to work remotely at HHSC discretion, up to 100 percent of the time.

  • 4 years of experience with Azure infrastructure, including troubleshooting.
  • 4 years of experience with Power Automate development, including Power Automate Desktop and Power Automate Cloud Flows.
  • 4 years of proficiency in the Java programming language.
  • 4 years of experience with Power BI and SQL.
  • 4 years of experience with Azure AI/Cognitive Search.
  • 1 year of experience with Blue Prism Certification.
  • 1 year of experience with Microsoft Power Platform Developer Certification.
  • Blue Prism Certification (preferred credential).
  • Microsoft Power Platform Developer Certification (preferred credential).

Responsibilities

  • Design and develop robotic process automation solutions using Blue Prism, including attended and unattended bots interacting with web-based systems.
  • Integrate RPA solutions with APIs, RESTful web services, and SQL databases to support end-to-end business process automation.
  • Develop reports and documents derived from structured and unstructured data sources.
  • Build and maintain analytics solutions based on structured and unstructured data.
  • Convert large, multi-hundred-page PDFs and complex data packages into structured, searchable, and actionable artifacts.
  • Support infrastructure related to Azure cloud environments, including troubleshooting and maintenance activities.
  • Collaborate across teams to support solution design, testing, and deployment within an Agile (Kanban/Scrum) framework.
  • Develop and maintain Power Automate solutions including Power Automate Desktop and Power Automate Cloud Flows.
  • Conduct testing and quality validation of automation solutions to ensure accuracy, reliability, and compliance with agency requirements.
  • Participate in continuous improvement efforts related to automation processes and document intelligence capabilities.
