About The Position

PAM Health is seeking a highly experienced RN Administrator / Director of Operations to lead the launch and ongoing management of a newly developed, multi-specialty Ambulatory Surgery Center (ASC) and Office-Based Lab (OBL). This leader will operationalize a fully built procedural platform and drive clinical, financial, and strategic performance from day one, working in close partnership with the Medical Director, Governing Body, and PAM Health enterprise leadership. The facility includes two fully equipped cath labs (cardiac and vascular) with a shared control room, one fully functional operating room, six pre-operative bays, and five PACU bays. The RN Administrator / Director of Operations directs and coordinates all functions of the facility, including clinical operations, financial performance, staffing, marketing, accreditation and inspection readiness, capital equipment, and patient safety and satisfaction. The Administrator works closely with the Director of Nursing, Business Office Manager, Quality Improvement Coordinator, and the broader management team to advance the philosophy and vision of the Medical Director and Governing Body, and serves as the operational liaison between the facility and PAM Health. Full-time, salaried, exempt. The position requires flexibility in work hours to meet the needs of the facility, including evenings, after-hours, and weekend work as required for case coverage, inspections, and accreditation activities.

Requirements

  • Bachelor of Science in Nursing (BSN), with an Associate degree in Nursing at minimum.
  • Active, unrestricted Registered Nurse (RN) license in the state of practice.
  • Five or more years of management experience in a surgical services environment.
  • Seven to ten years of healthcare operations leadership experience.
  • Demonstrated experience in ASC and/or OBL operations.
  • Demonstrated experience launching or scaling a healthcare facility.
  • Strong knowledge of regulatory and accreditation requirements (CMS, AAAHC, Joint Commission).
  • Demonstrated physician alignment experience.
  • Strong financial acumen with full profit and loss responsibility.
  • Active RN license.
  • Basic Life Support (BLS) certification.
  • Knowledge of medical terminology, business accounting systems, medical billing and collections, payer contracts and negotiations, federal, state, and local regulatory guidelines, ASC and OBL accreditation standards, HIPAA compliance, credentialing requirements for healthcare providers, and human resources and employment guidelines.
  • Proficiency in MS Word, MS Excel, accounting and payroll systems, electronic health records, and medical billing platforms.

Responsibilities

  • Leads full activation of the ASC and OBL, including staffing, policies, workflows, and go-live readiness.
  • Develops and implements clinical and operational protocols across cath labs, OR, pre-op, and PACU.
  • Establishes readiness for initial cases, regulatory inspections, and accreditation surveys.
  • Builds scalable systems to support future growth in case volume, payer mix, and procedural specialties.
  • Demonstrates initiative and provides direction to patients, physicians, staff, and visitors in all situations, including crises and emergencies.
  • Ensures compliance with all federal, state, and local regulations, including CMS, AAAHC, Joint Commission, and applicable state ASC and OBL standards.
  • Leads the accreditation process and maintains continuous survey readiness.
  • Maintains policies and procedures aligned with ASC and OBL standards of care.
  • Oversees quality assurance, infection control, patient safety, and risk management programs.
  • Ensures compliance with HIPAA and federal Fraud and Abuse guidelines.
  • Enforces Medical Staff rules and regulations in coordination with the Governing Board, Medical Executive Committee, and Medical Director.
  • Partners with PAM Health leadership to recruit high-quality interventional cardiology, vascular, and surgical specialists.
  • Develops physician alignment strategies (block scheduling, governance participation, and performance-based incentives).
  • Serves as the primary operational liaison to physicians to drive engagement and satisfaction.
  • Supports onboarding and ramp-up of new physician partners.
  • Maintains rapport with physicians and their office staff to streamline scheduling and case flow.
  • Drives case volume through physician relationships, referral development, and service line expansion.
  • Identifies new procedural opportunities across cardiovascular, vascular, and surgical specialties.
  • Collaborates with PAM Health Innovation and marketing on community outreach and physician engagement.
  • Optimizes utilization of cath labs, OR, and perioperative capacity through scheduling discipline and block management.
  • Demonstrates working knowledge of payer contracts and participates with the Business Office Manager in contract completion and negotiation.
  • Ensures accurate CPT coding, charge capture, and clinical documentation.
  • Evaluates accounts payable, accounts receivable, electronic claims processing, coding, denials, and delinquent accounts as reported by the Business Office Manager.
  • Monitors payer mix, reimbursement performance, and net realization against contracted expectations.
  • Oversees payroll and accounts payable processes in coordination with administrative support staff.
  • Owns facility profit and loss performance, including operating budget development and cost containment.
  • Drives operational efficiency across staffing, supply chain, and clinical throughput.
  • Implements performance metrics such as case times, room turnover, on-time starts, utilization, and case mix.
  • Improves EBITDA and operational leverage through disciplined cost management and growth execution.
  • Monitors staff utilization across departments (overtime, clinical hours, and clerical hours worked).
  • Ensures correct procedures are followed for all financial transactions and that center deadlines are met.
  • Supervises management personnel and provides for staff development by communicating facility goals and fostering team cohesion.
  • Evaluates management and staff performance and provides counseling or disciplinary action when necessary.
  • Assigns projects (including quality improvement initiatives) to management team members based on ability and capacity.
  • Maintains harmonious working relationships with other PAM Health facilities, physicians and their office personnel, the Governing Board, and the Medical Director.
  • Holds regular management and staff meetings to communicate facility information and priorities.
  • Actively participates in the quality improvement program and monitors compliance with all facility policies and procedures.
  • Facilitates policies and procedures that protect patient and facility records.
  • Oversees implementation of QI studies and applies findings to enhance patient care and facility efficiency.
  • Participates in committees including Quarterly Medical Review, Credentialing, and OR Advisory.
  • Investigates and resolves patient, visitor, vendor, employee, or physician complaints, escalating to the Medical Director or Governing Body when appropriate.
  • Reports financial indicators, contract negotiations, and other matters affecting the financial or legal status of the facility to the Medical Director and Governing Body.
  • Promotes public relations for the facility and maintains a positive image in all customer, physician, vendor, and community communications.
