Job Summary Responsible for managing and coordinating NGA (National Geospatial Agency) secure records storage, digital transformation, and facilities programs. Facility and equipment maintenance and repair in support of agency operation; actively manages and maintains assets and databases. Effectively oversees contract operations; consistently ensures compliance with contractual obligations; protects agency products and interests. Manages and implements records storage and product scanning policies and activities, standards, guidelines, and procedures. Independently performs all site RMP requirements, checks quality, and corrects scanning quality issues.

Requirements

  • High school diploma or General Education Development (GED) required.
  • Top Secret/SCI government security clearance with polygraph is required.
  • Knowledge of document scanning, data entry, and production.
  • Apply knowledge and understanding of quality assurance processes, standards, and procedures.
  • Ability to operate digitization equipment and perform repetitive tasks for extended periods of time.
  • Experience with scanning unique artifacts of varying sizes, materials, and delicate condition.
  • Ability to identify and/or distinguish the differences between specific artifacts or paper quality and to process them appropriately.
  • Apply knowledge and understanding of quality control processes, standards, and procedures to implement multi-layered quality control methods.
  • Apply knowledge and understanding of the necessary steps related to the preparation of artifacts before scanning.
  • Ability to lift records boxes, bend, reach, push, pull, work in loud noisy conditions, and/or stand for an extended amount of time.
  • Knowledgeable use of Office Products and communications tools: MS Office Suite (Word, PowerPoint, Excel, etc.); Cisco Jabber, etc.
  • Ability to prepare alphabetical, and/or numerical orders, and correlate orders with RMP accession numbers.
  • Exceptional customer service skills.
  • Ability to apply basic records management processes and procedures.
  • Ability to work with materials that may contain allergens, dust, mildew, or inactive mold when provided with proper safety equipment (masks, gloves, etc.)
  • Ability to interpret and apply specific policy and guidelines associated with Digitization/scanning operations for scanning and storing information.
  • Apply knowledge and understanding of the use, and operation of complex, high speed scanning equipment.
  • Follow federal guidelines for digitization, the PWS and all priorities set by the agency records management program manager (Customer).

Nice To Haves

  • Bachelors Degree in business related field preferred.
  • 2-4 years specialized experience in document control and imaging preferred.
  • Information Technology Certification with at least 4 years’ experience is preferred.

Responsibilities

  • Independently perform all site RMP tasks in accordance with Performance Work Statement (PWS).
  • Plans, directs, and prioritizes multiple projects and tasks to meet the goals of the records management program, and other deadlines as they arise.
  • Responsible for all aspects of digesting process, Data Transfer Functions, Retrieval, Sorting, Cataloging, Digitizing, Editing and Archiving the digital files and hardcopy source products including geodetic records, topographic maps, nautical and aeronautical charts, and bathymetric survey/sounding sheets.
  • Work closely with the customer records management leads to determine the most effective and efficient solutions for digitization i.e., NARA standards.
  • Perform and manage the process of digitizing hardcopy documents/artifacts (to include maps and charts of varying sizes and material) for storage in an electronic archive or database.
  • Oversee the handling and storage of materials being digitized – often unique, fragile primary source materials following standards and ensures digitized products meet set standards of quality, reliability, and performance.
  • Report progress: communicate concerns to manager and provide daily project status updates/reports.
  • Troubleshoot and solve problems to achieve highest quality and efficiency.
  • Conduct and coordinate computer systems, networks, and equipment maintenance; highly proficient with various maintenance functions on scanners, computer equipment, forklifts, shredders, and cutters.
  • Maintain overall quality control of products, adhering to reliability, performance, and Agency expectations.
  • Effectively manage, track and process over 116k map sets, 17k critical agency records, and 6k rolls of imagery.
  • In-process production quality assurance, quality control finished products, and transfer to record box(es), while maintaining clean safe work areas throughout the workday.
  • Perform basic maintenance functions to maintain, configure, and calibrate the equipment, hardware, and software used in the digitization production unit.
  • Prepare documents (records) for scanning, remove clips, staples, etc. Reassemble documents.
  • Scan documents through equipment and operate scanning equipment in accordance with PWS standards and procedures.
  • Check quality of scanned documents and perform image quality adjustment, image clean-up, de-skewing, image removal, etc.
  • Ensure final products meet all Agency, and National Archives & Records Administration (NARA) quality standards.
  • Add document indexing fields and image information to approved database.
  • Compile scanned documents according to procedures outlined by established RM processes and return scanned documents to record boxes and/or tubes.
  • Assess documents (records) for scanning quality, ensuring legibility.
  • Inspect regulatory quality, and assure smooth functioning of scanning equipment.
  • Maintain clean safe work areas throughout the workday.
  • Perform other responsibilities as assigned.
