About The Position

The City of Springfield is seeking an experienced Risk Manager to lead the City’s risk management program. This role supports an organization with approximately $1.5 billion in net assets, 1,800 full-time employees, and a $15 million self-insurance fund. The core functions of the position include risk program management and risk allocation/retention, identifying, analyzing, and reporting on risk, developing policies and procedures, and implementing enterprise risk management. Additionally, the role involves risk financing/insurance pooling, managing relationships with insurance brokers, actuaries, and insurers, formulating commercial insurance strategy, and overseeing the self-insurance fund. Claims administration, loss analysis, and prevention are also key responsibilities, including directing the administration of general liability, auto, property, and other claims, establishing and maintaining reserves, and managing carriers. The position is responsible for supervision and currently manages two claims adjusters and a staff assistant. The City of Springfield seeks someone who is collaborative, builds relationships, and has excellent rapport with stakeholders across City departments and other City leadership.

Requirements

  • Bachelor’s degree in Risk Management, Insurance, Finance, Public Administration, Business Administration, or a related field.
  • Seven years of progressively responsible experience in risk management, insurance, claims administration, or a closely related field.
  • At least two years of supervisory experience.
  • Must possess a valid Driver’s License.
  • Proof of United States Citizenship/Authorization to Work in the United States.
  • Completion of ARM, CPCU, or a comparable designation required within three years of appointment if not already held.

Nice To Haves

  • CPCU, CRMP, ARM-P, Certified Insurance Counselor strongly preferred.
  • Experience managing a self-insurance program or substantial self-insured retention.
  • Public sector experience.
  • Associate in Risk Management for Public Entities (ARM-P) is preferred.

Responsibilities
