Requirements

  • Knowledge and understanding of 49 Code of Federal Regulations (CFR) Part 24 (Uniform Act), relating to real property acquisition and relocation assistance
  • Knowledge of real estate principles and practices.
  • Knowledge of quality assurance planning for the acquisition and relocation assistance programs.
  • Skilled in effectively communicating orally and in writing.
  • Ability to effectively plan, organize, and work independently.
  • Ability to operate a personal computer using word processing.
  • Ability to establish and maintain good working relationships with others.
  • Ability to identify training needs, and to develop and present effective acquisition and relocation training .
  • Ability to implement a quality assurance plan for the acquisition and relocation assistance program.
  • Ability to be self-directed and skilled in problem solving.
  • Ability to understand and interpret real estate appraisals and right of way maps.
  • Responsible for adhering to the provisions and requirements of Section 215.422 F.S. related State Comptroller's rules and Department of Transportation's invoice processing and warrant distribution procedure.
  • Employee will be required to be responsive to emergency situations with a very short time frame and serve on the Transportation Emergency Management Team.
  • A high school diploma or its equivalent and eight (8) years of real estate experience, or graduation from the FDOT Real Estate Level II Training Program and one (1) year of right of way experience.
  • Prior experience as a Right of Way Project Manager, or a bachelor's degree from an accredited college or university and four (4) years of real estate experience defined as professional or technical experience in right-of-way administration, land management, abstract and title work, property management, or the sale, acquisition or appraisal of real estate; or the sale; acquisition or appraisal of real estate, or an associate’s degree from an accredited college or university and six (6) years of real estate experience.

Responsibilities

  • Coordinate and direct the activities of a Right of Way project and the consultant in the areas of land acquisition, relocation and suit preparation to ensure that production dates are met.
  • Procures consultant services.
  • Review and approve consultant invoices for payment.
  • Ensure data is entered into the Right of way Management System.
  • Ensure conformance with applicable laws, rules, regulations, policies and procedures.
  • Ensure and monitor Quality Control Program.
  • Interpret and communicate Right of Way policies and procedures.
  • Assist in the development of policies and procedures.
  • Review and recommend administrative settlements.
  • Identify and evaluate advance Acquisition opportunities.
  • Coordinate with other offices to address and resolve issues.
  • Respond to public records requests and related inquiries.
  • Represent Right of Way at public meetings/hearings and workshops, and similar forums.
  • Monitor, train and assist local governments.
