About The Position

The Prince William County Department of Transportation and Capital Construction (DTCC) is looking for a talented Right-of-Way Agent to help build a great community. The successful candidate will perform the challenging work of negotiation for the acquisition of right-of-way and easements in support of highway construction. Work is performed in a friendly, professional, team-oriented, life-balanced environment. As a primary point of contact for many departmental customers, candidates with excellent communication and customer-service skills will have an advantage in the interview process. In this position, the candidate should be able to negotiate and record land rights and purchases of real property required for capital improvement projects. Functions as liaison between property owners, contractors, and County staff. Verifies and calculates the accuracy of appraisals, title reports, plats and be able to follow the Uniform Act of 1970. Interpret real estate valuation principles, engineering plans, and construction drawings. Review and understand construction and utility plans and plats. Compiles data required for public hearings and condemnation proceedings. Prepares Board of County Supervisor agenda items and makes presentations to the Board, if needed. Maintains project files and data needed for project management and court testimony. Prepares land acquisition cost estimates. Prepare RFPs and negotiate contracts for land acquisition efforts for County road projects by consultants /contractors. Manage and coordinate the land acquisition, appraisals and relocation assistance services for County road projects.

Requirements

  • High School diploma or G.E.D.
  • 4 years of right-of-way related experience.
  • Valid driver's license
  • Able to use all standard office software and communication methods
