About The Position

The Right of Way Agent is responsible for obtaining right-of-way, archaeological, biological, and similar field clearances. This role ensures that project preparation, field survey and permitting processes, and customer contact are accomplished. The agent will consult with staff to establish department goals, maintain right-of-way records, and represent the organization at meetings with customers, consultants, and contractors for projects not handled by district personnel. This position requires maintaining contact and liaison with the public, Tribal, State, Federal, and private organizations, interpreting legislation affecting the right-of-way acquisition process, and conducting or attending meetings to disseminate information or attain approval on utility projects. Additionally, the agent will examine and provide guidance on mitigative measures for significant environmental and/or cultural resource impacts, oversee contracts for professional services (appraisal, archaeology, biology, environmental studies), and develop, review, or finalize Environmental Assessments, Impact Statements, and Borrower's Environmental Reports per Federal requirements. The role involves examining appraisals and negotiating offers with landowners and/or users. Other duties may be assigned.

Requirements

  • High School Diploma or GED Certificate.
  • Vocational/Specialized Training.
  • 2-3 years' experience in obtaining Navajo Nation Rights of Way.
  • Valid Driver's License required (subject to motor vehicle record review).

Responsibilities

  • Assures that project preparation, field survey and permitting process, and customer contact is accomplished.

  • Represents NTUA at meetings with customers, consultants and contractors when dealing with projects not handled by district personnel.
  • Maintains contact and liaison with the public, Tribal, State, Federal and private organizations.
  • Interprets pertinent legislation, developments and trends affecting the right-of-way acquisition process.
  • Conducts or attends meetings to disseminate information and/or attain approval on utility projects.
  • Examines and provides guidance on mitigative measures involving significant impacts to environmental and/or cultural resources.
  • Responsible for and oversees contracts for professional service in areas of appraisal, archaeology, biology, and other environmental studies.
  • Develops, reviews and/or finalizes the Environmental Assessments, Impact Statements and Borrower's Environmental Reports per mandated Federal requirements.
  • Examines appraisal and negotiates an offer with landowners and/or users.
  • Performs other duties as assigned or requested.
