Come join our dynamic and dedicated team. The RHT Program Accountant 4 position is within the Division of Behavioral Health & Housing (DBHH). This position performs senior-level federal grant accounting, fiscal reconciliation, financial reporting, and subrecipient monitoring for the Rural Health Transformation Program (RHTP). This position ensures all expenditures comply with federal cost principles (2 CFR Part 200), the HHS Grants Policy Statement, and State of Arizona financial policies, including the State Accounting Manual (SAAM). The Accountant IV maintains audit-ready documentation, processes and validates sub recipient invoices, initiates payments in AZ360, and supports the preparation of required federal financial reports (FFRs), FFATA submissions, and Single Audit documentation. The position plays a central role in ensuring financial integrity, accuracy, and compliance of complex multi-year, multi-component grant activities. Arizona’s Rural Health Transformation Program is supported by the Centers for Medicare & Medicaid Services (CMS) of the U.S. Department of Health and Human Services (HHS) as a part of a financial assistance award totaling $166,988,955.92 with 100 percent funded by CMS/HHS. This position is grant funded and may be eliminated based on funding availability.

Requirements

  • Bachelor’s degree in Accounting, Finance, Business Administration, Public Administration and two (2) years of experience in state health care accounting, Medicaid financial operations, or federal grant accounting (e.g., AZ360/AFIS, SAAM, 2 CFR 200).
  • Federal grant regulations, including 2 CFR 200 Uniform Guidance and HHS GPS.
  • Governmental accounting principles, cost allocation, internal controls, and financial reporting.
  • State of Arizona fiscal requirements, including SAAM and statewide accounting policies.
  • AZ360 (formerly AFIS) financial system functions, including invoice and payment processing workflows.
  • State Procurement Code, APP workflows, purchasing rules, and supporting documentation requirements.
  • Methods, procedures, and standards for technical assistance and fiscal oversight.
  • Audit readiness requirements and documentation control practices.
  • AMS continuous improvement concepts.
  • Standardized Accountant expectations for analysis, reporting, and recordkeeping.
  • Advanced financial analysis, reconciliation, ledger review, and problem resolution.
  • Reviewing and processing invoices and initiating payments in AZ360.
  • Interpreting and applying federal cost principles and State accounting policy.
  • Written and verbal communication, including preparing financial summaries, monitoring reports, and audit documentation.
  • Facilitating and participating in cross-agency fiscal meetings.
  • Using Excel, financial systems, grant reporting systems (PMS, FFATA/FSRS), and data visualization tools.
  • Managing multiple concurrent deadlines with high accuracy.
  • Complete complex analytic work with minimal supervision.
  • Interpret and apply federal, state, and agency financial requirements.
  • Prioritize and manage multiple funding streams and fiscal workflows.
  • Maintain audit-ready documentation across all accounting functions.
  • Provide technical assistance to subrecipients and internal program teams.
  • Present complex information clearly to diverse audiences.
  • Adapt to a dynamic environment with shifting programmatic and federal deadlines.
  • Work both independently and collaboratively with program, data, and finance teams.
  • Successfully pass fingerprint background check, prior employment verifications and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.

Nice To Haves

Responsibilities

  • Grant Accounting, Reconciliation & Compliance: Review, code, and validate expenditures, journal entries, and supporting documentation for federal allow-ability and cost allocation compliance. Conduct complex reconciliations between AZ360, internal tracking tools, sub recipient documentation, and federal reporting systems. Ensure expenditures adhere to 2 CFR 200, HHS GPS, and SAAM requirements. Maintain an internal control structure through review of reconciliations, financial data, and documentation, consistent with statewide Accountant role expectations. Maintain complete, audit-ready files for all accounting activities under the RHTP award.
  • Invoice Review & Payment Processing: Receive, review, and verify invoices from sub recipients, contractors, and vendors for completeness, appropriateness, allowability, and accuracy. Process and initiate payments in AZ360, ensuring proper chart of accounts coding, fund source assignment, and documentation attachment. Troubleshoot transaction issues within AZ360 and work with payees to resolve discrepancies. Monitor expenditures to ensure payments do not exceed budgeted amounts, consistent with the Accountant role in statewide fiscal oversight.
  • Federal Reporting & Audit Support: Compile, validate, and reconcile data for quarterly and annual Federal Financial Reports (FFRs), FFATA/FSRS reports, and federal monitoring submissions. Assist with Single Audit documentation, risk assessments, and federal site visits. Prepare financial summaries, reconciliations, and backup materials for federal or state audits.
  • Financial Analysis & Performance Alignment: Prepare budget-to-actual expenditure analyses, cost projections, and trend reports. Support alignment of financial data with program performance metrics and evaluation timelines. Summarize fiscal trends to inform leadership decisions on resource allocation.
  • Sub-recipient Fiscal Monitoring: Conduct desk reviews and assist in on-site/virtual monitoring of all RHTP sub recipient fiscal activities. Review ledgers, payroll allocations, procurement documentation, cost allocation methods, and receipts for compliance. Support risk assessments, identify deficiencies, recommend corrective actions, and follow up on resolution. Provide technical assistance on allowable costs, documentation standards, and invoices.
  • Other duties as assigned as related to the position (typically 5% - 10%)
