About The Position

This opportunity resides with Warfare Systems (WS), a business group within HII’s Mission Technologies division. Warfare Systems comprises cyber and mission IT; electronic warfare; and C5ISR systems. HII works within our nation’s intelligence and cyber operations communities to defend our interests in cyberspace and anticipate emerging threats. Our capabilities in cybersecurity, network architecture, reverse engineering, software and hardware development uniquely enable us to support sensitive missions for the U.S. military and federal agency partners. HII - Mission Technologies is seeking a Senior RF Spectrum Policy Engineer to support the Department of the Navy Chief Information Office in matters involving national and international spectrum regulations, policy development, and spectrum registration and coordination.

Requirements

  • RF Engineer 3 - 5 years relevant experience with Bachelors in related field; 3 years relevant experience with Masters in related field; or High School Diploma or equivalent and 9 years relevant experience.
  • RF Engineer 4 - 9 years relevant experience with Bachelors in related field; 7 years relevant experience with Masters in related field; or High School Diploma or equivalent and 13 years relevant experience.
  • RF Engineer 5 - 15 years relevant experience with Bachelors in related field; 13 years relevant experience with Masters in related field; or High School Diploma or equivalent and 19 years relevant experience.
  • Experience working with CITEL Working group processes, documentation, and regional telecommunications coordination.
  • Knowledge of communication systems, including link budgets and basic radio theory. and foundational orbital mechanics.
  • Understanding of national and international spectrum policies, regulatory processes, registration, and coordination.
  • Familiarity with ITU Radio Regulations and U.S. spectrum regulations.
  • Experience with U.S. and ITU documentation related to WRC activities.
  • Strong analytical and creative problem solving abilities with attention to detail.
  • Must possess an active secret security clearance.

Responsibilities

  • Participate in U.S. and international ITU activities leading up to the next World Radiocommunication Conference (WRC).
  • Prepare meeting inputs, review and edit documents, and support the formation of U.S. positions on WRC agenda items relevant to the Government customer.
  • Create written and oral reports, support program offices by attending tag up meetings, direct analytical assessments, and develop requirements to ensure regulatory compliance of satellite systems.
  • Maintain communications with the program office to understand current and future needs.
