About The Position

The Illinois Department of Transportation is seeking to hire a Review Appraiser. This position is accountable for the review of fee and staff appraisals, the assignment of fee appraisers and fee reviewers, the determination of their appropriate fees, preparation of bulletins for services, monitoring of fee appraisal performance and evaluation, and the preparation of associated cost studies which are necessary to facilitate the acquisition of required right of way to ensure the meeting of established letting dates, as well as providing valuation, testimony in hearings and trials, as may be necessary in the acquisition of property rights.

Requirements

  • Completion of two years of college majoring in engineering, construction management, or related fields PLUS two years of professional experience in real estate, surveying, title work, land acquisition, appraisal, negotiation, property management or relocation assistance or a combination thereof; OR three years of professional experience in real estate, surveying, title work, land acquisition, appraisal, negotiation, property management or relocation assistance or a combination thereof.
  • State of Illinois Certified General or Residential Real Estate Appraiser License or Associate Real Estate Trainee Appraiser License.
  • Requires a valid driver’s license.
  • Requires occasional in-district travel.
  • Requires occasional overtime.
  • Requires successful completion of a background screening.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest.
  • The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public.
  • All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09)
  • Fines and penalties apply to untimely filings.

Responsibilities

  • Provides consistent and timely review of all appraisals.
  • Assigns fee appraisers and establishes equitable fees for assigned parcels.
  • Provides guidance and direction to fee appraisers throughout the entire course of the appraisal process.
  • Determines complexity and difficulty associated with the appraisal of individual parcels.
  • Provides guidance and direction to in-house staff consultant in the appraisal unit.
  • Ensures the adequacy of appraisal documentation.
  • Ensures defensibility of appraised value in legal proceedings.
  • Provides expert testimony at hearings and trials.
  • Undertakes acquisition cost studies associated with future projects and programs.
  • Performs all duties in compliance with departmental safety rules.
  • Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.
