About The Position

The Montana Department of Transportation (MDT) is recruiting for a Review Appraiser for the Right of Way Bureau within the Program Development and Delivery Division. This role serves as a field authority in conducting property appraisals to arrive at fair market value for property acquisitions, including all standard and specialized property appraisal types. The position reviews completed appraisal reports and approves just compensation due to landowners. Missoula or Billings office locations are preferred, but other locations will be considered based on district workload and space availability. This position is part of a career ladder with career advancement opportunities.

Requirements

  • Knowledge and skills typically acquired through a combination of education and experience equivalent to a high school diploma.
  • Level 2 requires four (4) years of work experience in real estate appraisal.
  • Level 3 requires seven (7) years of work experience in real estate appraisal.
  • Extensive knowledge of the concepts and theories of real estate appraisal, including the principles of eminent domain, real estate law as it applies to land titles and transfer documents, and appraisal and acquisition of real property for federal aid projects, and other program functions.
  • Knowledge of program planning and administration, budgeting, contract management.
  • Knowledge of application of state, federal, and USPAP requirements and standards.
  • Working knowledge of land surveying, highway engineering design, and construction methods, and materials, and building construction materials and methods.
  • Skill in coordinating multiple projects.
  • Skill in examining, interpreting, and translating technical/legal information to broad audiences.
  • Skill in standard office software applications (Word, Excel, etc.).
  • Skill in analyzing and interpreting statistical information.
  • Skill in written and verbal communications.
  • Skill in dealing with highly sensitive issues.
  • Ability to develop effective techniques and procedures to achieve goals and objectives.
  • Ability to assess complex and rapidly changing technological issues and national trends.
  • Ability to identify root causes of problems and develop alternative solutions.
  • Ability to challenge the status quo by experimenting with new ideas.
  • Ability to evaluate multiple and ambiguous factors to resolve problems.
  • Ability to work effectively in a high stress and multi-task environment.
  • Proof of eligibility to work in the United States.
  • Driver's record will be verified.

Nice To Haves

  • Hiring preference will be given to applicants based on a combination of education, license/certification, number of years of related experience, and demonstrated experience in eminent domain appraisal, residential and/or commercial real estate appraisal.
  • Montana Certified General Appraiser License (not required, but department will cover fees and continuing education for employees who pursue or hold it).
