About The Position

This position assists in the Division of Taxation's tax collection program for delinquent accounts and securing delinquent tax returns. The role involves performing moderately complex tax collection activities, either in the field or office, and related duties as required. The Revenue Officer I works under the close supervision of a higher-grade Revenue Officer, with ongoing review of progress, results, and adherence to laws and procedures. Typically, there is no supervision exercised by this role.

Requirements

  • Working knowledge of pertinent provisions of the state's tax laws, rules, and regulations concerning taxpayer liability.
  • Ability to interpret tax laws, rules, and regulations to individuals, partnerships, and corporate business organizations.
  • Working knowledge of investigative techniques for collecting delinquent taxes and the ability to apply them.
  • Working knowledge of the legal principles of property rights and the ability to apply them in seeking liens on property for tax collection.
  • Ability to read and interpret financial statements for tax collection purposes.
  • Working knowledge of laws, rules, and regulations governing the collection of delinquent taxes and the ability to apply them.
  • Working knowledge of state and federal insolvency laws and proceedings.
  • Ability to establish and maintain effective working relations with delinquent taxpayers or their representatives.
  • Graduation from a four-year college of recognized standing with a major in Accounting or closely related field, or twenty-seven (27) credits in Accounting/Finance, or a Master's Degree in Accounting.
  • Possession and maintenance of a valid motor vehicle operator's license at the time of appointment and continually thereafter.

Responsibilities

  • Assist in the Division of Taxation's tax collection program for delinquent accounts and securing delinquent tax returns by performing moderately complex tax collection activities.
  • Conduct interviews with taxpayers and their representatives to determine methods for liquidating tax liabilities, and provide tax information and business counsel to promote voluntary compliance.
  • Verify and analyze taxpayer financial conditions by investigating submitted financial statements or obtaining information from third parties, and arrange payment agreements based on financial ability.
  • Determine the state's lien rights or equity in taxpayer property prior to taking enforcement action.
  • Assist in making offers in compromise related to delinquency and penalty assessments, and determine and recommend transferee assessments against corporate officers/employees when liability cannot be collected from the corporate entity.
  • Conduct investigations related to delinquent accounts or returns involving decedent's estates and insolvency proceedings under state and federal bankruptcy laws.
  • Advise taxpayers on matters such as taxable income, allowable deductions, and taxability of goods/services to facilitate the preparation of delinquent returns.
  • Advise taxpayers on payment provisions of state tax laws and potential penalties for non-compliance.
  • Collect monies owed following tax liability investigations as required.
  • Perform other related duties as required.
