About The Position

Manages the city's revenue collection, cash management, and financial forecasting.

Requirements

  • Bachelor's degree in Business Administration, Accounting, or closely related field and five years of experience; or an equivalent combination of training and experience.
  • Must pass a background check as prescribed by the City of Davenport.
  • Considerable Knowledge of: Accounting and overall financial systems.
  • Considerable Knowledge of: Credit collection laws and procedures.
  • Considerable Knowledge of: Investments and cash management.
  • Considerable Knowledge of: Utility billing and collection systems.
  • Considerable Knowledge of: Revenue forecasting techniques and methods.
  • Good Knowledge of: Project management techniques.
  • Considerable Skill in: Analyzing revenue information and systems.

Responsibilities

  • Manages the billing and collecting of all utility bills, fees, parking fines, taxes, special assessments, grant reimbursements, parking meters, and other sources; prepares deposit slips and deposit monies in designated banks; coordinates grant disbursements; prepares and maintains delinquent accounts report; coordinates collection efforts on non-sufficient fund accounts; certifies delinquent accounts that can be levied on delinquent account holders' property.
  • Establishes policies, procedures and standards for the control of revenue; develops short-range and long-range revenue projections to coincide with the annual budget, capital improvements program, and cash flow requirements; regularly reviews objectives, plans, and budgets and makes necessary adjustments.
  • Supervises, schedules, trains, and directs the work of employees; participates in the interview and selection processes and may make employment decisions; evaluates employee performance and recommends corrective action.
  • Oversees the liquor licensing process and administration of related City ordinances.
  • Manages the city's investments including development of investment reports and updating the investment policy.
