About The Position

Under limited direction, plans, directs and manages all utility billing, meter data management, revenue collection and customer account billing operations in support of BJWSA’s Strategic Plan. Responsible for developing and implementing strategies that ensure billing and revenue accuracy, operational efficiency. Provides leadership for billing, meter technicians, revenue collection and related practices while providing cross functional collaboration and continuous improvement initiatives.

Requirements

  • Requires a Bachelor's degree in Business Administration, Accounting, Public Administration, or a related field; alternatively, or a minimum of five (5) years of experience in utility billing operations, meter reading operations, and/or revenue collection.
  • Must have a minimum of three (3) years of supervisory experience.
  • Must be proficient in computer applications.
  • Must possess strong analytical skills.
  • Must demonstrate excellent verbal and written communication skills.
  • Must possess a valid driver’s license.
  • Data Analysis and Judgment: Ability to review, analyze, classify, and prioritize data and information to identify trends, relationships, and potential issues. Uses sound judgment and established standards to support decision-making and problem-solving.

  • Computer Skills: Proficiency in Microsoft Office Suite and other business software applications, including word processing, spreadsheets, databases, and financial or enterprise resource systems. Strong keyboarding and data entry skills required.

Responsibilities

  • Directs and manages the Authority’s utility billing operations, including but not limited to bill preparation, posting charges to customer accounts, and monitoring adherence to billing schedules.
  • Supervises and supports employees by addressing workplace concerns, providing coaching and corrective action, conducting performance evaluations, coordinating training and development activities, and managing personnel matters including hiring, promotions, transfers, compensation, and disciplinary actions.
  • Establishes departmental goals, performance measures, and service standards to support organizational objectives and customer initiatives.
  • Develops strategies to reduce billing exceptions and optimize operational efficiency.
  • Provides oversight of the meter reading and meter data management operations ensuring the accurate and timely collection of consumption data and the effective utilization of advanced metering technologies to support operational efficiency, data integrity and customer service objectives.
  • Evaluates emerging technologies and process improvements to enhance data accuracy, operational efficiencies and customer engagement.
  • Responsible for operating within the approved departmental budget, monitoring expenditures, and ensuring the effective utilization of resources.
  • Provides leadership with operational reports, forecasts, recommendations and strategic insights.
  • Leads departmental projects involving system implementations, upgrades, process redesign, and organizational initiatives, while overseeing specialized billing projects, including the analysis of and resolution of billing exceptions such as zero-consumption and vacant-with-consumption accounts.
  • Partners with Customer Service, Finance, Information Technology, Field Operations, and Engineering to improve customer and operational outcomes and workflow issues.
  • Monitors safety and security policies within the department and recommends changes when needed.
  • Responds to and resolves complex and non-routine customer billing questions, problems or disputes; researches and solves problems and updates or makes necessary adjustments to customer accounts.
  • Communicates with software vendors on technical issues that result in billing problems to resolve them in a timely manner.
  • Performs other duties as required.
