About The Position

Revenue Agent 2 functions at the journey level and contributes to the economic well-being of L&I by collecting debts owed to the department. This position supports two of our agency goals: Goal 3: Making it easy to do business with L&I and Goal 4: Helping honest workers, businesses and providers by cracking down on dishonest ones. This position is flexible/hybrid: 1-2 days in the office per week at minimum is required. This role may be stationed at any of our L&I offices in Washington State. There will be varied times that regular office attendance will be mandatory and more frequent, such as when new staff is hired, special training or meetings, etc. For positions where in-office work is necessary, the frequency of telework will be discussed with the supervisor of the position at the time of offer.

Requirements

  • One (1) year of experience as a Revenue Agent 1 OR A Bachelor's degree involving major study in business administration, accounting, public administration, police science, economics, criminal justice, sociology, psychology, law, or closely related field.
  • One (1) year of experience in personal or corporate finance, law enforcement, adjustment of claims, collection of civil debts, or other directly related field.
  • Additional qualifying experience may substitute year-for-year for the education.

  • Must possess a valid unrestricted driver's license.

Responsibilities

  • Take appropriate collection actions to resolve delinquent accounts. Collection actions may include the issuance of assessment orders, personal liability and prime contractor liability orders, warrants, judgements, garnishments, bond seizures, contractor registration suspensions, property seizures, stop-work and revocation orders.
  • Document in detail all collection activities and customer/debtor interactions in multiple computer systems.
  • Research and prepare professional documents with supporting evidence/exhibits for tax cases involving successorship, prime contractor liability, revocation of certificate of coverage and personal liability assessments.
  • Perform field visits to business locations to investigate business operations, confirm business status, search for assets, serve legal orders, and gain compliance. This requires driving to locations to perform this duty.
  • Analyze account history and the debtor's financial situation in order to determine the appropriate actions needed to resolve the account.
  • Educate and assist customers/debtors on policies and procedures, answer questions and refer to appropriate staff when necessary.
  • Negotiate payment plans with customers or their financial and legal representatives.
  • Research information utilizing a wide variety of computer systems and databases to resolve tax liabilities.
  • Assist and accompany team members on more complex actions such as asset seizures and revocations.
  • Communicate with customers by phone, email, written correspondence, and in person to resolve delinquent accounts.
  • Educate customers and/or their representative on laws, rules, policies, procedures, quarterly reporting requirements, online filing and payment options.
  • Provide assistance with questions regarding collection actions and processes.
  • Manage a large caseload of debtors, which involves initiating contact with debtors, and using effective skip tracing methods if unable to locate a customer and assets.
  • Provide expert testimony in legal/administrative hearings and in court relating to collection assignments, legal notices, proper service and actions taken.
