About The Position

This is a time-limited, grant-funded position that provides technical assistance and project review to federal, state, and local governmental entities; non-profit organizations; private property owners; and educational and religious institutions, for the preservation, restoration, and rehabilitation of historic structures within North Carolina counties designated by FEMA as natural disaster areas due to Hurricane Helene. The position should also promote a strong historic preservation ethic for all North Carolinians including constituents, developers, organizations, government officials, and colleagues.

Requirements

Master's degree in historic preservation, planning, architecture history, or a closely related field from an appropriately accredited institution and three years of experience in historic preservation; or Bachelor’s degree in history, planning, or architectural history, or a closely related field from an appropriately accredited institution and four years of experience in historic preservation; or an equivalent combination of education and experience.
Must have a valid NC driver's license or a willingness to obtain one.
Must be willing to travel for day and occasional overnight trips.
Must meet the Secretary of the Interior’s Professional Qualification Standards for history or architectural history, as specified by federal regulations (36 CFR 61.4(e)).

Nice To Haves

Knowledge of American architectural history.
Experience in building preservation, restoration, rehabilitation, construction technology, and construction histories.
Experience applying The Secretary’s Standards for Rehabilitation.

Responsibilities

Represent the Restoration Services Branch of the Historic Preservation Section in North Carolina counties designated by FEMA as natural disaster areas due to Hurricane Helene, and collaborate with Helene ESHPF and other HPO staff on ongoing work in the Helene declared counties.
Apply the Secretary of the Interior’s Standards for Rehabilitation to a diverse array of historic structures and projects.
Provide technical restoration and preservation assistance specific to disaster preparedness, response, and resiliency in a historic preservation context to private property owners, non-profit organizations, local governments, and local historic preservation commissions.
Promote the use of state and federal rehabilitation tax credit projects for eligible historic properties in Helene-declared counties; perform outreach and education for the tax credit programs, and participate in applicant consultation and application review as assigned by HPO staff.
Participate in review and consultation for state and federally funded projects impacting historic structures which require compliance with GS 121-12(a) and/or Section 106 of the National Historic Preservation Act of 1966 within the assigned region.
Develop and give public presentations on a variety of historic preservation and restoration topics, including disaster preparation, response, and resiliency in a historic preservation context.
Perform other duties in Helene declared counties as assigned, including participation in grant consultation, assistance, and review; developing written material and guidance for disaster and resiliency topics for use by the Restoration Service Branch; and supporting other HPO ESHPF project and initiatives.
