About The Position

Under the direction of the Coordinator, Special Education Compliance, Nonpublic Services, and Family Support, the Resource Teacher, Special Education Compliance supports the Department of Special Education (DSE) in ensuring compliance with federal and state special education laws, regulations, and reporting requirements. This position is responsible for developing, maintaining, and monitoring the online special education management system and related databases; supporting the collection, analysis, and dissemination of special education data; providing technical assistance and professional learning to school-based and central office staff; and assisting with compliance monitoring activities to ensure the accurate implementation of IDEA, COMAR, and Maryland State Department of Education (MSDE) requirements. This position has an anticipated start date during the current school year. Applicants currently employed with another Maryland public school system are responsible for verifying eligibility for release for this non-supervisory position if selected.

Requirements

  • Bachelor’s degree from an accredited college or university.
  • Hold a current Maryland State Department of Education (MSDE) professional certificate or license in one of the following areas: Generic Special Education Infant/primary (birth – grade 3), Generic Special Education Elementary/middle (grades 1– 8), Generic Special Education Secondary/Adult (grades 6 – adult).
  • Have completed all requirements to be eligible for a MSDE professional certificate or license in one of the licensure areas above at the time of application.
  • Three years of experience as a certificated educator in a special education setting.
  • One year of experience with recent leadership duties, responsibilities, experience, and/or roles (e.g., Instructional Team Leader, School Improvement Team, school-based committees).

Nice To Haves

  • Master’s degree from an accredited college or university in education, special education, curriculum and instruction, administration and supervision, or a closely related field.
  • Experience analyzing and interpreting data.
  • Experience designing and delivering professional learning for educators and support staff.
  • Experience working with a variety of assessment instruments and techniques.
  • Experience understanding and implementing procedural safeguards in special education including COMAR and IDEA regulations.

Responsibilities

  • Develops, maintains, and monitors the online special education database to ensure the accurate collection, management, and reporting of student information and services.
  • Designs and delivers professional learning and provides technical assistance and support to school-based and central office staff to promote the effective use of the system and ensure compliance with federal, state, and local special education requirements.
  • Identifies compliance concerns through data monitoring and recommends corrective actions to school-based staff and supervisors.
  • Determines appropriate reporting methods, data analyses, and information summaries to support operational and leadership decision-making.
  • Provides data-driven recommendations to support staffing, resource allocation, program planning, and professional learning initiatives.
  • Recommends improvements to reporting tools, data collection processes, user guidance, and training resources to increase efficiency and compliance.
  • Compiles, analyzes, and disseminates special education data for required federal, state, and local reports, including reports for the Maryland State Department of Education (MSDE), HCPSS leadership, the Board of Education, and other stakeholders, including the coordination of Maryland Public Information Act (MPIA), audits, and compliance reviews.
  • Designs, implements, and maintains electronic forms, templates, and processes that support compliance with federal, state, and local special education requirements, along with aligned professional learning.
